    Senior Logistician (Functional Analyst II) - Baseband

    Work starting January 2025

    Senior Logistician performs fundamental engineering duties, formulates preliminary designs, performs tests, takes measurements, and performs system analyses or simulations. Applies standard practices and techniques in specific engineering assignments. Directs and coordinates program activities designed to provide subcontractors, management, and customers with logistics technology that ensures effective and economical service support for products, systems, or equipment. Analyzes contractual commitments, customer specifications, design changes, and other data to plan and develop logistic program activities from the conceptual stage through the life-cycle of the product. Develops and implements program activities, coordinates efforts of subcontractors, production departments, and field service personnel, and resolves problems in logistics areas to ensure the meeting of contractual commitments. Develops and initiates preparation of handbooks, bulletins, and information systems to provide and supply logistics support. Determines logistic support sequences and time phasing, problems arising from the location of the operational area, and other factors, such as environmental and human factors affecting personnel. Performs special research or technical studies critical to logistic support functions. Utilizes computer techniques for analysis, simulation, or information systems and documentation. Evaluate overall design effectiveness, cost, reliability, and safety.

    Responsibilities

    Senior Logistician shall provide:

    • Support in the field of Army logistics and should have experience with the Defense Property Accountability System (DPAS). DPAS is the mandatory Accountable Property System of Record (APSR) for property accountability
    • Provide life cycle management, encompassing both acquisition logistics and sustainment activities, system level planning, development, and implementation
    • Ensure support strategies meet program goals for operational effectiveness and readiness; ensure supportability requirements are addressed consistent with cost, schedule, and performance requirements; ensure supportability considerations are implemented during design; meet system materiel availability, materiel reliability, operations and support cost, and mean down time objectives; and deliver optimal life cycle product support and management of effective and affordable baseband support strategies.
    • Evaluate and analyze the impact of milestone decisions; cost, schedule, and performance tradeoffs; risk assessments supporting Army logistics doctrine; and operational and logistics concepts and plans.
    • Provide Integrated Product Support Management relevant to the current elements of Total Life Cycle Management (TLCM)

    Integrated Logistics Support (ILS) activities include, but are not limited to:

    • Serving as the logistics SME, with responsibility for coordinating and directing SBS and STS activities, and assisting in the intensive logistics management of all projects
    • Developing and executing ILS plans that address all the principal elements of life cycle management for assigned programs/projects, including maintenance plans, manpower and personnel integration, training and training devices, support equipment and TMDE, supply support, technical data and manuals, computer resources support, packaging, handling and storage, and transportation and transportability
    • Assessing the effect of Army policies, directives, and orders on the logistics support plan, and providing recommendations to effect changes and minimize adverse impacts
    • Identifying new requirements and providing plans for integration with the current mission
    • Providing recommendations for logistics support required from concept through deployment
    • Directing and coordinating logistic support for test operations
    • Providing input to the development of adequate logistics support budgetary requirements for assigned programs, projects, and systems
    • Analyzing performance against sustainment goals in order to determine the extent to which accomplishments meet requirements and expectations
    • Assisting in the management of a comprehensive portfolio of logistical support programs, and serving as principal point of contact for all logistics support activities for assigned systems
    • Assisting management to ensure that separate programs are integrated, fully coordinated, and effectively implemented to attain desired goals
    • Assisting the APM in assessing system deployment plans to ensure that distribution and support planning is substantive and accurate
    • Developing materiel fielding plans, fielding agreements with users, and other long and short range planning documents
    • Supporting the Total Package Fielding (TPF) process, to include the movement of commodities to the customer
    • Ensuring material defects are corrected, and resolving user problems encountered during the fielding process
    • Managing the development of logistics support data to obtain appropriate Materiel Release approvals
    • Monitoring program execution to ensure compliance with milestones and quality requirements
    • Anticipating delays and problem areas, evaluating problems and recommending/initiating corrective actions, to include evaluating support of various functional areas (e.g., engineering, procurement, product assurance, supply, and maintenance)
    • Participating in conferences or meetings with representatives from the DA, other services, foreign countries, and private industry, relative to logistic plans and objectives
    • Maintaining continuous liaison with concerned personnel to fully coordinate pertinent information relative to assigned programs
    • Visiting supporting installations, private industry, and foreign counties to assist the APM in providing technical direction, advice and assistance, as required
    • Earth Terminal Acquisition Logistics and Life Cycle Logistics Support. Support ongoing life cycle management efforts for all deployed DoD terminals managed by PdM WESS
    • Conduct equipment failure and failure trend analyses. These analyses include, but are not limited to:
    • Conducting individual failure analysis on an as needed basis
    • Analyzing equipment and system anomalies
    • Reviewing trouble tickets to identify and report on failure trends and maintenance deficiencies
    • Conducting system wide failure trend analysis on an annual basis
    • Managing/coordinating/supporting/monitoring/reviewing earth terminal technical assistance for problem resolution provided by others
    • Recommending minimum sparing levels to meet reliability requirements
    • Reviewing failure analyses and spares consumption rates with materials on hand
    • Reporting on recommended sparing levels on an annual basis
    • Ensure the delivery of end-to-end life-cycle IT/IS capabilities through the use of interdisciplinary approaches (e.g., electronics, mechanical) in the field of systems engineering supporting for the acquisition and sustainment of Army SBS and subsystems
    • Support SBS acquisition requirements through close coordination with the APM and Project Coordinators. The Contractor should be familiar with various Government contracting commands and agencies, and their contract vehicles, to include Army Contracting Command (ACC), General Services Administration (GSA), Defense Logistics Agency (DLA), and Defense Information Systems Agency (DISA). Acquisition support activities include, but are not limited to:
    • Formulating strategies for acquiring hardware and/or services based upon SBS requirements and funding
    • Reviewing the performance of existing strategies and making recommendations for adjustments, as necessary
    • Drafting and coordinating input for Acquisition Requirements Packages (ARP), which may include an Acquisition Plan, Market Research, PWS/ SOW, Independent Government Estimate (IGE), Quality Assurance Surveillance Plan (QASP), and other documents, as needed
    • Advising team members on best practices
    • Participating in SBS Acquisition Working Groups and/or Integrated Product/Project Teams
    • Provide integrated product support for establishing and executing a life cycle management plan (LCMP) in support MDA fielded system satellite communications systems and subsystems. The contractor shall support Total Life Cycle Management (TLCM) to include planning and providing sustainment support for legacy MDA satellite commuinications systems and subsystems.Integrated product support activities include, but are not limited to:
    • Develop and maintain logistics support/sustainment plans and documents
    • Develop basis of issue plan feeder data
    • Develop and executing ILS plans that address all the principal elements of life cycle management for assigned programs/projects, including maintenance plans, manpower and personnel integration, training and training devices, support equipment and Test, Measurement, and Diagnostic Equipment (TMDE), supply support, technical data and manuals, computer resources support, handling and storage, and transportation and transportability
    • Identify new requirements and providing plans for integration with the current mission
    • Provide recommendations for logistics support required from concept through deployment
    • Manage and coordinating logistic support for test operations
    • Provide input to the development of adequate logistics support budgetary requirements for assigned programs, projects, and systems

    • Participate in conferences or meetings with representatives from MDA, other relative to logistic plans and objectives
    • Maintain continuous liaison with concerned personnel to fully coordinate pertinent information relative to assigned programs
    • Visit supporting installations, private industry, and foreign counties to assist the APM in providing technical direction, advice and assistance, as required
    • Provide engineering support for the migration of trunk based frequency division multiple access (FDMA) to IP over SATCOM, using multi-frequency time division multiple access technologies, to include: Net Centric Waveform; Joint IP Modem; and Enhanced Bandwidth Efficient Modem (EBEM).
    • Shall provide the necessary engineering support required to reduce legacy multiplexers, increase SATCOM pathways through convergence, and provide an integrated management solution for effective situational awareness of SBS and subsystems.

    Required Qualifications

    • Proven experience from a total systems perspective including a technical understanding of relationships, dependencies and requirements of hardware and software components
    • Understanding of the DoD 5000 Series acquisition process and support end-to-end project management support of product life cycle

    Required Certifications:

    • Possess Level II/Practitioner logistics certification, DAWIA Level III Desired

    Years of Experience:

    • A minimum ten (10) years of logistics experience in an Army Acquisition Program Office

    Degree Requirement:

    • Bachelor's degree in the Management or Operations discipline

    Minimum Clearance Requirement:

    • Active Secret Clearance

    Travel:

    • Up to 10%
