    Job Description and Duties

    Per CCR 249.3, this job control may be used to fill subsequent vacancies.

    Under the general supervision of the Supervising Special Investigator, the incumbent, a program specialist, independently obtains motor vehicle fuel and automotive product samples and transports them to the Division's laboratories for quality analysis, thereby assisting the Division in the enforcement of quality standards set forth in California Weights and Measures laws and regulations.

    Duties may include, but are not limited to:

    Sample Procurement:


    •Conduct sampling of routine, follow-up, and citizen or industry complaints of motor vehicle fuel while fueling a state vehicle used to transport samples.


    • Conduct sampling of packaged petroleum and automotive products, for Laboratory testing, at various retail locations in Southern California.


    • Maintain proper chain of custody for all petroleum and automotive samples, using standardized procedures.


    • Independently recover complaint fuel samples from Southern California county offices of agriculture/weights and measures, using a state vehicle, and log the information into the Division's complaint database.


    • Transport automotive fuel and product samples, laboratory materials, and test standards between county offices, state facilities, and field locations using a state vehicle.


    • Physically open fuel dispenser cabinets to visually inspect and/or locate payment card skimming devices or other devices installed to facilitate fraud by follow processing protocols.


    • Use Geographic Information Systems (GIS) software to identify and log site samples and inspection related information using the Division's web maps and mobile applications.

    Maintain Records:


    • Prepare and maintain proper documentation of sample collection through the Division's GIS mapping program to determine locations for where inspections and collecting of samples are needed.


    •Maintain sample and test standard chain of custody documentation.


    • Photograph packaged petroleum and automotive products at various locations in Southern California.


    • Photograph labels of petroleum and automotive products with approved measuring device for compliance verification purposes.


    • Maintain photographs in accordance with program procedures and report to investigative staff any potential violations or issues.

    Enforcement:


    • Perform inspections at service stations for air and water complaints.


    • Perform inspections of pre-packaged automotive products for label violations.

    Research:


    • Perform online searches for petroleum and automotive products sold in California and create files for future investigations of those products.

    Working Conditions

    Duties for this position are performed inside and outside buildings and overnight travel may be required. Weather, temperature, lighting and noise levels may vary. Terrain may vary from smooth and stable to irregular and unstable. Incumbent will use a state-issued vehicle, cell phone, digital camera and computer. Driving a state vehicle, as well as entering and exiting the vehicle numerous times throughout the workday is required.
