Metrocare is the largest provider of mental health services in North Texas, serving over 55,000 adults and children annually. For over 50 years, Metrocare has provided a broad array of services to people with mental health challenges and developmental disabilities. In addition to behavioral health care, Metrocare provides primary care centers for adults and children, services for veterans and their families, accessible pharmacies, housing, and supportive social services. Alongside clinical care, researchers and teachers from Metrocare's Altshuler Center for Education & Research are advancing mental health beyond Dallas County while providing critical workforce to the state.

Job Description:

GENERAL DESCRIPTION:

The mission of Metrocare Services is to serve our neighbors with developmental or mental health challenges by helping them find lives that are meaningful and satisfying.  We are an agency committed to quality gender-responsive, trauma-informed care to individuals experiencing serious mental illness, development disabilities, and co-occurring disorders. Metrocare programs focus on the issues that matter most in the lives of the children, families and adults we serve.  

The Clinical Manager is responsible for the quality management of the business and clinical operations assigned for service delivery, tasked with ensuring regulatory compliance as well as quality services.  The position is responsible for several managerial director reports as well as several indirect reports via the management structure.  The position has a broad scope of responsibility and oversight for programs, personnel, and management. 

HOURS OF RESPONSIBILITY:   The program is open Monday – Friday 8 am – 5 pm *** This is not a traditional 40 hr./week job and will require some late evening and weekend work. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for all aspects of site operations, including but not limited to, business office, medical support staff, and clinical team.
  • Provides guidance, direction, and supervision to staff to ensure quality care and implementation of processes. 
  • Responsible for program planning, interagency relations, and resource development. 
  • Participate in the hiring and supervision of site staff. 
  • Ensure timely patient access to comprehensive, person centered, trauma informed services.
  • Accountable to ensure efficient and effective use of provider time. 
  • Develops and implements strategies for performance improvement related to key performance indicators, including but not limited to, productivity, charting timeliness, and quality improvement. 
  • Fosters an environment of continuous quality improvement (CQI). Ensures that an on-going CQI process is developed and implemented and provides oversight to the CQI process.
  • Adhere to fiscal responsibility of the program budget.
  • Directly supervises management and team leads in the overall service delivery model as well as the business office.
  • Adheres to documentation requirements related to Quality Management and regulatory agencies, such as CARF, CCBHC, and the Texas Administrative Code. 
  • Responsible for a creative collaborative working environment in conjunction with the medical director.
  • Provide clinical supervision, education, and training as required by various contracts and regulatory agencies.
  • Establishes and maintains the highest standard of quality care and ethical practice. 
  • Identifies and implements strategies for overall program development and growth.
  • Actively participates in special projects and takes leadership roles as requested. 
  • Conducts job responsibilities in accordance with the ethical standards of conduct, state contract, appropriate professional standards, and applicable state/federal laws.
  • Exercises sound judgement and maintains current knowledge of the company's organization structure, personnel policies, and federal and state laws regarding employment practices.
  • Performs other duties as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  • REQUIRED: Master's degree in psychology, social work or other human service field.
  • REQUIRED: Mental Health Experience: 7-10 years
  • REQUIRED: Management/Supervisory Experience: 5 years minimum
  • PREFERRED: LPC, LCSW, LMFT or other license that allows for independent practice.

DRIVING REQUIRED:  Yes

MATHEMATICAL SKILLS:

  • Basic math skills required.
  • Ability to work with reports and numbers, above average excel skills needed
  • Ability to calculate moderately complex figures and amounts to accurately report activities and budgets.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out simple one or two-step instructions.
  • Ability to deal with standardized situations with only occasional or no variables.

COMPUTER SKILLS:

  • Use computer, printer, and software programs necessary to the position (i.e., Word, Excel, Outlook, and PowerPoint).
  • Ability to utilize Internet for resources.

CERTIFICATIONS, LICENSES, REGISTRATIONS:

  • Current State of Texas Driver License or if you live in another state, must be currently licensed in that state. If licensed in another state, must obtain a Texas Driver License within three (3) months of employment.
  • Liability insurance is required if an employee will operate a personal vehicle on Center property or for Center business. 
  • Must be insurable by Center's liability carrier if employee operates a Center vehicle or drives personal car on Center business. 
  • Must have an acceptable driving record.
