    Seeking Innovative Technology Manager to Modernize Utility Operations

    Full pay range: $93,.60 - $,.80, Hiring range: $94, - $,

    Pinellas County Utilities seeks a motivated and collaborative operational technology manager with effective communication skills to lead the planning, development, and management of the Utility Department's technology portfolio. This is a leadership position within the Utilities Department and includes working with internal teams of varying departments, managing internal and external consultant teams for project development, quality analysis, alternatives determination and design of data management, operational software, and technology hardware systems. The position assists with prioritizing, scheduling, budgeting, and management of technology systems consistent with County and Utilities strategic plans and goals. The position requires advanced understanding of a wide variety of technology systems specific to the water/sewer industry, as well as best management practices in project management, technology implementation, and data management. This position works closely with the Utility Department staff and County Business Technology Services Department staff to collaborate department specific technology system solutions within the overall County technology framework.

    The Utilities Technology Manager is a strategic thinker who ensures goals or objectives are accomplished within prescribed timeframes, funding parameters and quality standards.   • What Would You Do?

  • Plans, organizes, and directs work of a highly skilled business systems and technical staff, providing technology implementation services, including strategic and tactical business systems planning, project management, architecture and advanced technology, operating systems, middleware, component reuse, design, and programming services;
  • Coordinates with Utility Department staff, Business Technology Services staff, and other County business units to define and develop new methods for providing services;
  • Build partnerships with internal and external stakeholders that inspire a collaborative approach and meet organizational strategic goals.
  • Assists with the development of general policies in consultation with the Division Director and other Section Managers, for maximum utilization of manpower and equipment services;
  • Develops and manages the Utility Department technology budget and assists in the submission of the operating budget.
  • Establishes goals and objectives for subordinate supervisors and staff;
  • Manages, supports, and guides supervisors and subordinates in technology project development;
  • Directs training and mentors department personnel and customers using technology services as part of their solution set;
  • Performs planning, project management, and problem resolution, in direct support of technology initiatives;
  • Conducts oral presentations, leads, participates, and facilitates meetings with senior management, vendors, staff, and stakeholders;
  • Actively participate in relevant associations and technical/management conferences to stay abreast of current policies and regulations.
  • Performs other related job duties as assigned.
  • What Do You Need To Have?

    Education and Experience

    Progressively responsible technical, professional, and administrative experience in one or more of the following: architecture and design, application development, production support, infrastructure support, enterprise server technology, project management, security management, and service level management including one year of formal supervisory and training experience over subordinate technical staff.

  • 7 years of experience as described above; or
  • Bachelor's degree in a related field and 3 years of experience as described above; or
  • Master's degree in a related field and 1 years of experience as described above.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Candidate to demonstrate competence and/or possess certifications in one or more specific IT functions.
  • Preferred Qualifications

  • Understanding of Geographic Information Systems (GIS) and spatial data as it pertains to utilities asset lifecycle management
  • Experience with data warehouses and Business Intelligence/Reporting (BI)
  • Experience with SCADA or other industrial control system technologies
  • Experience with Cityworks or other asset/work management systems
  • Experience with SAP/HANA or other customer information or billing systems (CIS)
  • Experience with laboratory management systems (LIMS) or other water quality control systems.
  • Understanding of IoT real-time information system capabilities for remote sensing and other applications
  • Experience with developing, reviewing and negotiating technology contracts for both hardware and software services required by the department
