    About:

    This role is responsible for managing the day-to-day administration of MSH's U.S. payroll, managing the payroll administration side of our employer of record (EOR), and maintaining controls and reconciliations over our global payroll processes. This role will supervise a team to ensure that payroll is processed and recorded accurately to the employees and within the accounting system. This includes oversight of related journal entries and reconciling payroll-related general ledger accounts. This position regularly supports the corporate controller, the Accounting department, Human Resources and the Global Services Unit as it relates to the payroll responsibilities. The position helps to ensure the ongoing success of the function by recommending process improvements or changes to ensure compliance. They also serves as the main resource for supporting interrelated processes and cross-functional projects involving payroll, and as the lead point of contact for U.S. payroll, provides customer-oriented support to employees and other departments.

    MAIN DUTIES AND RESPONSIBILITIES:

    Maintaining Success of Payroll Function - 30%
    • Successfully develop, implement and communicate any process, procedural, or regulatory changes related to the function
    • Provide knowledgeable and sound guidance to all staff regarding payroll policies and procedures, including differences between US, and global policies.
    • Support payroll team to effectively communicate and collaborate with management and employees to resolve payroll issues or problems
    • Ensures compliance with payroll and tax laws, or other compliance-based requirements
    • Support and assist with developing payroll policies and procedures
    • Develop and maintain accurate and up-to-date process documentation
    • Partner with the Human Resources team on policies and processes affecting both departments
    • Train and mentor US payroll team to be able to process payroll and respond to employee inquiries.
    Overseeing Bi-weekly payroll processing (US) - 20%
    • Oversee the staff to process payroll and all payroll-related journal entries, including the labor distribution entries timely and accurately
    • Review calculation and processing of one-time payments, such as bonuses, as needed/requested
    • Approve wire transfer for TCN's, international pension plan, manual checks, and any others needed.
    • Review and approve payroll processing prepared by US payroll officer.
    Manage Employer of Record (EOR) - 20%
    • Process timesheets for EOR labor
    • Reconcile timesheets for EOR to invoice from EOR provider (currently Global Expansion)
    • Collaborate with Human Resources as the main POC regarding payroll changes, one-time payments, etc.
    • Additional support as need to EOR process. *Note: MSH is currently implementing an EOR and additional responsibilities will be determined as we move along in the process
    Reconciliations and Audits - 15%
    • Review cash entries for payroll related accounts, FSA, Cobra, employee contribution plans, etc.
    • Perform all account reconciliations related to payroll, accruals, withholdings, salary expense, employee benefit plans, etc.
    • Support country offices in reconciliation of multi-currency payroll reconciliations.
    • Support Global Services Unit in oversight of PTO and Severance Accruals by country
    • Approve year-end reconciliations and documents (i.e., W-2 forms)
    • Lead 401k audits and support annual financial and uniform guidance audits, donor audits, internal audits, etc.
    • Approve all reports needed to support and analyze payroll information including a 941 payroll reconciliation each quarter
    Support Field Payroll Teams - 10%
    • Collaborate closely with GSU and Field Payroll Teams to ensure proper labor distributions and payments across all field offices.
    • Ensure proper reporting of payroll in local currencies and revaluation at month end.
    • Provide guidance and support to GSU and Field Payroll Teams to maintain PTO tracker and related reconciliations.
    Other duties - 5%
    • Assist the Corporate Controller, the GSU, and/or the CFO with special projects as needed
    QUALIFICATIONS

    MINIMUM EDUCATION:

    Required:
    • Bachelor's degree in Accounting or Finance Master's degree and/or CPA preferred.
    MINIMUM EXPERIENCE:

    Required:
    • 7+ years of relevant payroll and finance experience,
    • General ledger and reconciliation experience
    • Experience in global payroll management.
    Preferred:
    • Experience working with EOR preferred.
    • Government contract industry experience is highly desired.
    KNOWLEDGE AND SKILLS:
    • Experience with Deltek's Costpoint ERP preferred;
    • Strong accounting knowledge required, including multicurrency
    • Proficient in MS Office with expertise in Excel.
    • Must exhibit strong Excel skills and be comfortable utilizing different software systems to analyze and report on payroll data
    • Experience collaborating with HR management to ensure accurate and timely benefits reporting and taxation
    • Strong knowledge of and experience complying with local, state, and federal payroll and tax laws and withholding requirements
    • International payroll experience
    • In-depth knowledge of payroll regulations and practices in multiple countries, including tax laws, social security, and labor regulations.

    The expected salary range for this position is: $90, $130,000.00 annually (U.S. locations only).
