    Montenegro Cybersecurity and Defense Policy Senior Advisor

    Are you looking to make a difference in security cooperation?

    Sincerus is looking for an experienced cybersecurity professional to provide expert advisory services to the Ministry of Defense (MOD) or other cybersecurity entities in Montenegro in support of Global Defense Reform Program (GDRP) initiatives. GDRP is a US State Department-funded program that, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. The embedded Senior Advisor will work with the MOD and coordinate with all necessary partners to support the revision and expansion of ministerial-level cyber policies and strategies of the Joint Cyber Defense Command to ensure that it effectively supports the National Cybersecurity Strategy. The Advisor will serve in an embedded role abroad in Podgorica, Montenegro for a period of 12 months.

    Advisor duties and responsibilities:

    The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop and implement cybersecurity reforms and defense policies. The Senior Advisor shall also advise the Ministry of Defense and support effective interagency coordination on cybersecurity within the Government of Montenegro.

    The Senior Advisor shall:

    1. Assess the cyber regulations, staff, and current operating procedures, with the aim of evaluating the success and gaps of the existing cyber processes and develop ways to optimize operations, policies, and communication with cyber stakeholders.
    2. Assist the MoD and cyber institutions to develop more efficient and effective processes for cyber defense and overall cyber policy. This shall include but is not limited to:
    • Support the revision and expansion of ministerial-level policies and strategies to further build the institutional capacity of cyber forces.
    • Recommend systems to ensure interagency cyber coordination.
    • Draft protocols and policies that outline lines of action, roles, and responsibilities.
    • Ensure that the cyber capacity and personnel effectively support the National Cybersecurity Strategy
    • Collaborate with MoD on matters related to training and education for the development of the cybersecurity workforce.
    • Recommend systems and procedures that would increase incident monitoring and response capabilities.

    3. Establish a working relationship with main counterpart(s) in the MoD and cyber entities and participate in any related working groups and/or initiatives already underway which contribute to the overall objective(s).

    4. Develop strong professional relationships with key stakeholders in MoD, and cyber entities and then act as a trusted advisor to them. Integrate into the U.S. Embassy security cooperation structure in order to share information, expand connections, and bolster relevant projects underway.

    5. Share expertise and recommendations with Montenegro's cyber institutions as relevant on how to prepare for required reforms and to establish and manage cyber defense and cyber related defense policy.

    REQUIRED Qualifications:

    1. U.S. citizen.
    2. Master's degree in Public Administration, Business, International Relations, Computer Science, Information Systems, Cybersecurity, National Security, or a similar field AND at least six (6) years of U.S. military and/or civilian professional experience with cybersecurity.
      --- OR --- Bachelor's degree in Public Administration, Business, International Relations, Computer Science, Information Systems, Cybersecurity, National Security, or a similar field AND at least ten (10) years of U.S. military and/or civilian professional experience with cybersecurity.
    3. Have reached, at a minimum, the rank of O-5 in the military, or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
    4. Experience working on cybersecurity strategy, policy, or procedures at the military service staff level, joint staff level, or equivalent organizational level.
    5. Experience working with senior foreign military officials, senior foreign civilian law enforcement officials, or senior foreign government officials.
    6. Demonstrated understanding of cybersecurity challenges in emerging markets.
    7. Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.

    PREFERRED Qualifications:

    1. One (1) year of experience living and working in a Balkan or Eastern European country.
    2. One (1) years of experience developing and implementing capacity building initiatives in a bilateral and/or multilateral environment.
