    Summary About the Position:

    This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

    Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction This position is located at Ft. Shafter Hawaii.

    Responsibilities Incumbent is assigned to the 311th Signal Command (T) G3 Strategic Engineering Branch, which is the focal point for the Pacific Command Theater of Operations Army communications projects and programs.

    Incumbent will be working in support of USARPAC, USASC, DA, DISA, AF, Navy, JCS, other nonmilitary departments and foreign governments.

    Performs technical/power analysis, and detailed system design to prepare concept plans and proposals for satisfying user requirements. Modifies latest, state-of-the-art equipment, which will be integrated into communications-electronics (C-E) systems. Prepares Statements of Work (SOW) and procurement specifications for contractual support.

    Engages in preliminary planning conferences with representatives of DA, DOD, DISA and other government agencies to determine type of facility and system configurations needed to meet the users requirements.

    Conducts special studies and analysis of Information Management Area (IMA) systems involving a variety of unusual and highly specialized IMA equipment.

    To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

    Such experience is typically in or directly related to the work of the position to be filled.

    Specialized experience would be demonstrated by ability to perform technical/power analysis, and detailed system design to prepare concept plans and proposals for satisfying user requirements; ability to perform site surveys at Theater-Wide locations to identify user requirements and to develop alternate proposals to achieve improved service and economy; ability to prepare Statements of Work (SOW) and procurement specifications for contractual support.

    Education For this job, you must meet the qualifications requirement using experience aloneno substitution of education for experience is permitted.

    Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required.

    Department of Defense Directive 8570.1, signed in August of 2004, requires every full and part-time military service member, defense contractor, civilian and foreign employee with privileged access to a Department of Defense system, regardless of job series or occupational specialty to obtain a commercial certification credential that has been accredited by the American National Standards Institute (ANSI).

    The approved base line certification for this task requirement is IAM Level III certification of DoDD , and the incumbent must achieve IAM Level III certification within six months or less of entrance on duty.

    This position is eligible for certification IAW DoD M, 12/19/05 Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive R, Joint Ethics Regulation, dated 17-Nov-2011.

    Must be able to obtain and maintain a Secret security clearance.

    This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

    Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

    Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
