    Two developments make up the unified vision of Heritage House and Valle Verde Apartments. A 90-unit affordable housing project in northeast Napa. Heritage House is a 66-unit complete renovation of the former Sunrise Assisted Living Center and reimagines the space as affordable housing with 58 studio and eight 1-bedroom apartments. The combines 90 units being built will have space for families, farmworker housing, and permanent supportive housing.

    While as an organization we have extensive experience serving vulnerable individuals, we recognize that formerly homeless populations like those living at Heritage House present with a higher level of vulnerability and trauma acuity. As we further our work in Permanent Supportive Housing and Housing First, we are committed to organizational-wide efforts to become trauma-informed, human-centered, and equitable in all we do.

    While this position resides within our Property Management Department and seeks a candidate with affordable Property Management expertise, a strong preference will be given to those with a social service or human services background; a high level of communication and collaboration with the service providers will be required in this position does come with a 1-bedroom apartment.

    Summary: The Site Manager at Valle Verde is responsible for assisting the Site Manager in the oversight of the daily operations of this apartment complex. Responsibilities include but are not limited to assisting with the competition of documentation for resident files and/or property management, answering income phone lines, filing, posting of rent bills, managing work orders, interacting with residents, and reception of walk-in inquiries. The Assistant Site Manager may be required to assume the responsibilities of the Site Manager when the Site Manager is absent. There is housing within the community and a 1-bedroom unit will be provided to the Assistant Site manager. The Assistant Site Manager's duties normally involve assisting in the performance of the duties set forth below:

    Specific Duties and Responsibilities: The following reflects Burbank Housing's definition of essential functions for this job but does not restrict the tasks that may be assigned.

    1. Review tenant applications for eligibility; maintain and purge waiting lists; show available units.

    2. As instructed, follows Burbank Housing's procedure for processing eligible applicants within the program guidelines attached to the property (TCAC & USDA).

    3. Attends training as needed and recommended by Burbank Housing. This training may require overnight stays out of town.

    4. Walks property at least twice per day (once in the morning and once in the evening) to assure residents of management presence and to monitor the overall appearance of the property.

    5. Attends regular in-house training and informational meetings offered by Burbank Housing.

    6. Assist Resident Manager to ensure vacant units are "turned" in the fastest possible time.

    7. Assist Resident Manager in keeping property vacancy loss to a minimum by processing multiple applicants simultaneously upon receipt of notice of intent to vacate by the current resident.

    8. Distributes rent bills, collects rent and security deposits for submittal to the accounting department. Works with accounting staff to facilitate smooth accounting procedures; fills out Tenant Status Change Orders in a timely fashion.

    9. Assist with the completion of the lease form and other relevant paperwork.

    10. Assist Resident Manager with re-certification of tenants, and complete required weekly, monthly reports, and compliance reports.

    11. Supervises on-site staff, providing constant feedback through verbal and written communications, participates in annual performance reviews, sets priorities and goals, collection of timesheets, and oversight of work to ensure timeliness and a professional manner.

    12. Instruct tenants in emergency procedures, appliance use, and property rules.

    13. Investigates tenant complaints and resolve tenant issues, prepares written incident reports, prepares and serves tenant warning notices, 3-Day notices, 10-Day notices, and 30-Day notices, appears in eviction proceedings, and maintain a daily Manager's log.

    14. Shows vacant units and applies approved marketing strategies to reduce vacancy loss.

    15. Conducts annual unit inspections, walkthrough of vacated units assessing any damage, cost of repairs, and arrange turnover repairs. Prepares security deposit refund statements and submits to the accounting department for disbursement in accordance with lease provisions.

    16. With the Maintenance Crew Leader and Maintenance Operations Manager, schedules maintenance staff, engages subcontractors in repairing plumbing or electrical malfunctions, painting of apartments or buildings, and maintaining landscaping or gardening work, and prepares maintenance work orders for all maintenance work to be performed.

    17. May need to act as a repair person in an emergency.

    18. Provide local information on available nearby schools, shopping malls, recreational facilities, and public transportation.

    19. Oversees, coordinates, and maintains a calendar of events and users for multi-purpose room and computer room use.

    20. Works in cooperation with Service Coordinator staff.

    21. Other duties as assigned.

    Qualifications Requirements: The requirements listed above are representative of the knowledge, skills, and/or ability required. Reasonable accommodations may be made (except experience levels) to enable individuals with disabilities to perform essential job functions.

    Education and/or Experience: A minimum of 3 years' experience managing a large apartment complex, subsidized housing experience preferred. Real Estate license or college level property management course work is preferred.

    Job Knowledge/Skills:

    1. Commitment & enthusiasm toward achieving Burbank Housing's Mission and Vision Statements.

    2. Ability to work cooperatively and effectively with a diverse group of people.

    3. Strong oral and written communication skills.

    4. Strong time management skills and ability to multi-task.

    Mathematical Skills: Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Attention to detail and a high degree of accuracy are required.

    Reasoning Abilities: Ability to analyze and interpret technical procedures and instructions. Ability to collect data, establish facts, and draw valid conclusions.

    Management Skills: Ability to supervise, train, and direct on-site staff. Must be detail-oriented, well organized, and must be sensitive to the needs and concerns of tenants and staff.

    Other Skills and Requirements:

    1. Possession of a valid California Driver's License, maintain a satisfactory driving record, reliable personal transportation, and automobile insurance per requirements of the State of California.

    2. Working knowledge of computer software and systems: Microsoft Office competency required.

    3. Ability to quickly gain competency in Yardi or other software related to property management.

    4. Satisfactory criminal background history for employee and adults age 18 years and older who reside with employee.

    Physical Demands: While performing the duties of this job, the employee is regularly required to walk; climb stairs, sit; use hands to handle objects/operate keyboards, tools, or controls; reach with hands and arms from the waist and above the shoulders; stoop; kneel and crouch; lift up to 30 pounds; see, talk and hear. A pre-placement physical is required.
