- Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license, and possess and maintain an acceptable driving record throughout the course of employment.
- Oversees grant management; coordination of defined programs, systems of service, researching best practices, creating policies, procedures and work plans; monitors revenues, leverages financial resources to increase effectiveness; tracks, monitors and reconciles program data and reporting processes for compliance.
- Conducts grant research for relevant and appropriate grantors; participates and/or writes formal grant proposals, including scope of work and budgetary requirements; manages awarded grants for compliance with program reporting requirements and regulations, with awareness of financial reporting requirements, and advises management; coordinates submittal of grant applications and serves as liaison with granting agency and internal County staff.
- Researches funding opportunities for businesses seeking direct lending and grant opportunities; connects businesses with lenders.
- Measures program effectiveness and makes recommendations for policy and process improvements; interprets policy, rules, regulations and requirements of other agencies.
- Provides financial reporting and tracking; responsible for receipt of funds and distributions. Engages with Finance and other departments to ensure accuracy and compliance with program regulatory reporting requirements.
- Analyzes industry and sector trends to understand emerging markets and creates targeted approach for business expansion and capital investments.
- Analyzes and presents recommendations for programmatic deliverables that support business retention, expansion and attraction efforts that align with department and County goals.
- Provides positive business and community relations outreach; develops, produces and distributes promotional and marketing collateral to encourage participation in grant programs.
- Researches and tracks pending legislation and proposed administrative rules to determine impact on department; creates fact sheets and talking points that will support management as liaison with the Department of Public & Government Affairs.
- Works collaboratively with department staff on duties as assigned to achieve programmatic deliverables; ensures work completion within established timelines; reports at staff meetings to ensure ongoing communications and collaboration.
- Provides staff reports to advisory boards, operating committees and internal teams.

We are seeking a motivated, enthusiastic and experienced professional to join our team as a Management Analyst 2 in the Clackamas County Department of Transportation & Development / Office of Economic Development. If selected for this position, you will be responsible for developing and managing an in-house business incentive grant program for the Office of Economic Development. In this role, your work will mostly focus on seeking out funding opportunities, submitting grant applications, and managing communications with businesses that are searching for direct funding options.
