    Job Duties


    Virginia Department of Motor Vehicles is seeking a Deputy Director IFTA/IRP Audits for a position with its External Audit work unit in Richmond, Virginia.


    Under the Director's guidance the Deputy Director will manage the external audit programs and operations of the Department of Motor Vehicles which includes the direct and remote management of a professional audit staff.

    They will assist in discovering and recommending strategies and policies for implementing audit programs and operations.

    Implement audit programs to provide fair and uniform application of tax and registration laws and promote an optimal level of accurate and compliant tax reporting and payment through continuing audit presence and taxpayer education.


    Specific audit programs overseen include motor carrier, and special projects for fuels tax and motor vehicle rental tax audit programs.

    Will ensure that auditing requirements of the International Fuel Tax Agreement (IFTA) and International Registration Plan (IRP) are met.

    This position will require considerable knowledge of generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS) and the ability to apply these in a wide range of operational situations.

    Working knowledge of management principles, communication techniques, negotiation skills, training needs assessment, and personnel rules and regulations. Demonstrated skills in leadership, motivating, team building and mentoring. Demonstrated interpersonal and problem-solving skills and the ability to develop and work with teams.

    Demonstrated ability to manage and direct staff; interpret and articulate tax law, rules, regulations, policies, and procedures; to analyze, develop and implement internal administrative and audit programs, systems and procedures.

    Demonstrated ability to use a personal computer, various software programs, computerized audit techniques/applications, including the use of data retrieval, database management, spreadsheet, and word processing software.

    Minimum Qualifications

    • Working knowledge of FAST enterprises IFTA/IRP software.
    • Working knowledge of Pro Miles software.
