    Overview:

    The Behavioral Health Quality Manager and Instructor works in partnership with the program and medical staff leadership to implement and maintain quality initiatives, reporting, and policies, and procedures with the behavioral health program. This position collaborates on strategic planning, goal setting, department and process evaluations, and the identification and implementation of changes to continually improve patient safety and service delivery within the behavioral health program. Responsible for identification, planning, delivery, and evaluation of professional development of licensed and unlicensed staff to enhance professional competency and outcomes. This position works in acute settings that address crisis mental health and substance use care between crisis settings as well as in an outreach setting with a multidisciplinary team. This role requires a deep understanding of behavioral health and substance abuse/recovery practices, quality improvement methodologies, and regulatory requirements.

    Responsibilities:
    • Provide leadership and action to promote continual improvement of patient outcomes
    • Leads and participates in quality assurance and quality improvement projects within the behavioral health program.
    • Facilitates and participates in root cause analysis (RCA), and Plan, Do, Check, Act (PDCA) of events and service delivery. This includes the tracking of action items and process improvement initiatives across the organization via project management tools, and in collaboration with the Medical Director and/or the administrative team.
    • Operationally facilitates providers & staff compliance with internal and external quality measures.
    • Maintains current knowledge of healthcare standards of care and best practices; direct initiative implementation of same with key leaders.
    • Conducts chart reviews, data abstraction, and site visits as needed in support of quality measurement, analysis, and improvement for behavioral health.
    • Manages quality initiatives implemented in the program, collaborates with leadership to improve efficiencies and effectiveness of such processes, and assists with the implementation of changes.
    • Collaborate with the leadership team and EHR vendor for ongoing system optimization, process improvements, and ongoing support/updates.
    • Ensures efficiency of peer review processes and produces meaningful reports to evaluate the effectiveness of the peer review programs, including the use of statistical process tools, for continuous improvement clinic-wide.
    • Collect and analyze data related to the delivery of behavioral health services, identifying trends, areas for improvement, and opportunities to enhance patient outcomes. Communicate findings, recommendations, and progress on quality improvement initiatives to leadership and relevant committees.
    • Continuously prioritizes organizational Quality/Performance Improvement management needs based upon assessment and reassessment of findings/data or populations served.
    • Audit therapeutic services with standardized audits to assess quality
    • Emergency duty may be required of the incumbent including but not limited to: working in special needs or Red Cross shelters, performing other emergency duties responding to threats or disasters, man-made or natural as required.
    • Responsible for Staff Professional Development and Competency
    • Plans, develops, facilitates, and conducts employee orientation and onboarding activities and competency verification documents for onboarding.
    • Participates in identifying essential competencies and educational programs and develops and maintains the knowledge and skills of clinical staff.
    • Performs competence assessments per the defined competency assessment schedule.
    • Develops and/or assists in the development of educational programs, presentations and/or patient education materials; plans and prepares curriculum content and course outlines in conformance with program objectives, evidence-based standards, and accreditation standards; modifies and updates existing educational programs and/or patient education materials or recommends modifications as appropriate based on needs assessment/research. Delivers educational programs, if applicable.
    • Willing to be trained in evidence-based trainer courses based on organizations projects and strategies to train employees internally on evidence-based practice and as well as to develop best practice guidelines for behavioral health and implementation plans to include auditing.
    • Willing to supervise team members requiring that of their credentials based on BHQM and Instructors' credentials
    • Train and teach non behavioral health staff on general approaches to behavioral health patients
    • Work in collaboration with clinical education team to provide ongoing education and improve quality of the program.
    • Serve on Interdisciplinary Team, Collaborate to Ensure All Patients Receive Appropriate Care
    • Works with a multidisciplinary team mixed with clinical, and non-clinical team members collaboratively to provide excellent patient-centered care.
    • Works closely with the risk management department in support of clinic risk, quality, and patient safety programs.
    • Develop and maintain collaborative working relationships with community providers to perform case management services as needed.
    • Complete all Administrative Tasks/ Functions Appropriate to the Role to Support Operations.
    • Manages requests for data and participates in the review of comprehensive quality management reports including utilization, outcome studies, scorecards and dashboards.
    • Participate in clinic activities to ensure preparedness for accreditation and licensure audits/surveys.
    • Participates in summary reports of clinical measures and required regulatory/accreditation measures for administrative and clinical staff.
    • Supports Grant requirements and conditions, by tracking critical metrics, dates and/or deadlines.
    • Work with Excel, data management platforms, PowerPoint, Word and electronic medical records.
    Qualifications:

    Education

    • Masters degree in Psychology, Social Work, Mental Health Counseling, or
    • Doctorate in Clinical Psychology (PsyD) degree.

    Experience:

    • Three (3) years of professional experience in treating behavioral health, alcohol, and substance abuse in a healthcare setting is required.
    • Previous management/leadership experience in quality and patient safety activities preferred. Knowledge of data abstraction, data analysis principles, and chart review is preferred. Strong knowledge of clinical performance measures and experience in compliance and reporting preferred. Excellent communication and interpersonal skills. Proficient in the use of MS Word and Excel and the ability to learn and advance the skill through self-study modules is required.

    Licensure:

    A current and valid State of Florida License in Mental Health Counseling or Licensed Clinical Social Worker or Licensed Marriage and Family Clinical Psychology is required.

    Certification:

    Certification in Healthcare Quality is desired.
