    Minimum Qualifications Six years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector


    Substitutions:
    A bachelor's degree may substitute for four years of experience. A master's degree may substitute for one year of experience.

    Duties Description The incumbent will be assigned to the Office of Business Diversity and will assist Contractors and OGS Business Units to ensure compliance with Federal and State Equal Opportunity statutes, rules, regulations, Executive Orders, and policies governing business receiving public funds for goods and services provided.


    Duties will include, but not be limited to:

    • Review and analyze centralized commodity, professional services, consultant, and construction contracts "scope of work" to determine Minority and Women-owned Business (MWBE) and Services Disabled Veteran-Owned Business (SDVOB) participation goals.
    • Review and approve Utilization Plans. Communicate with contractors to assist them in submitting an acceptable Utilization Plan. Also assist contractors, subcontractors, and suppliers with MWBE/SDVOB compliance audits and subcontractor payment discrepancies.
    • Monitor contractor compliance and goal attainment on active projects. Manually update payment reports to subcontractors into the New York State Contract System (NYSCS).
    • Assist with Quarterly Utilization Reporting data cleansing of P-Card transactions.
    • Utilize the NYSCS MWBE Directory to determine availability of certified MWBEs and the OGS Service-Disabled Veteran-Owned Business Directory for SDVOBs. Assist contractors/vendors in navigating the certified directories and provide vetted searches as requested.
    • Engage vendors to ensure their understanding of the contract requirements relative to entering MWBE and SDVOB data into multiple systems.
    • Participate in Procurement, Pre-Award, Pre-Bid, and Waiver/Goal Reduction Utilization Meetings as requested.
    • Develop and maintain an effective working relationship with Agency program units, Empire State Development, and OGS Hosted Agencies.
    • Manage the constant upload of new contracts into the NYSCS & SDVES.
    • Prepare written rationale for MWBE In-Year Exclusion, Goal Reduction, and Pre & Post Award Contract Goal Waiver requests.
    • Perform research, analysis, documentation as assigned by the Compliance Specialist 2.
    • Generate outreach campaigns to inform MWBEs and SDVOBs of upcoming contracting opportunities.
    • Prepare and update excel spreadsheets, periodic reports, graphs, and charts as requested.
    • Compile final documentation to recommend the close-out of completed or expired contracts.
    • Contract file management/organization.
    • Assist the senior compliance specialists as directed and assist in any task as assigned by the Director.
    • Participate in MWBE/SDVOB Outreach Events.
    • Additionally, the ideal candidate must be able to prepare narrative and statistical reports describing and documenting findings and abstract information from a myriad of sources and compile and interpret data. Strong writing, analytical, excel, and database management skills highly preferred.
    • Perform other duties and special projects as required.
    • Travel may be required (approximately 50%), including during evening and weekends, depending on assignment.
    • Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
