- Inspect all rail, bus, and paratransit vehicle equipment, and monitor processes and work performed for compliance with federal regulations, contract specifications, and maintenance standards.
- Inspect and test repairs performed, and parts received, give feedback, develop quality assurance and control guidelines and standards in cooperation with participating employees.
- Maintain a file system to monitor status and track improvement of overall fleet maintenance.
- Develop and submit weekly and monthly contract compliance reports, including quality assurance and quality control, preventive maintenance, tire condition, oil samples, rebuild program and other maintenance related requirements.
- Require a clear understanding of the contract scope of service requirements.
- Develop and maintain a quality assurance and quality control work plan that ensures contract compliance.
- Perform service provider quality assurance and quality control duties for fixed route contracts, including operations and system as it relates to the overall customer experience, facility inspections, monitoring radio/ITS data, vehicle pull‑out inspections, and service inspections.
- Provide assistance and support to supervisors, mechanics, service island employees, parts room, warranty staff, etc., to troubleshoot, diagnose, analyze, overhaul, repair, service, and maintain equipment with a focus to prevent and solve problems.
- Test drive equipment.
- Support CapMetro's Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
- Perform other duties as required and/or assigned.
- Bachelor's degree in automotive engineering, vehicle maintenance or related field. Related experience may be substituted on a year‑for‑year basis for up to four years. Coursework in heavy‑duty vehicle maintenance theory and repair including body, frame and chassis, axles, steering, brakes, electrical, engines, transmissions, air systems, or other pertinent coursework.
- Three (3) years' experience in bus or heavy vehicle maintenance repair including two (2) years at CapMetro or another transit or fleet operation.
- Experience in bus or heavy vehicle inspection preferred.
- Experience in operating various types of transit buses, performing visual and measured inspections on transit buses.
- A valid Class B CDL Texas Driver's License with a P endorsement is preferred.
- Ability to operate transit buses in a safe and efficient manner.
- Ability to read and interpret technical information related to bus operations and maintenance, to troubleshoot and solve mechanical, electrical, pneumatic, and hydraulic systems, to write objective reports based on observations and inspections.
- Knowledge of transit bus technical systems and of transit and manufacturing safety rules.
- Ability to learn computers to write inspection reports, develop and use spreadsheets to track projects, use electronic mail to communicate, and organizer to maintain calendar appointment.
- Strong interpersonal, verbal, and written communication skills and ability to give construction feedback to mechanics, service and clearing employees and to maintain relations with vendors.

Job Description
The Quality Assurance Specialist II reports directly to the Superintendent, VM, QA and Data. This position ensures fleet maintenance quality assurance by conducting in‑plant inspections, monitoring quality of rail, bus, and paratransit vehicle maintenance performed by contractors, and auditing vehicle conditions for owned and contracted fleet equipment, including warranty issues, fleet defects, retrofits, parts, and supplies.

Service Impacts Core Team Member
This position has been identified as a member of the Service Impacts Core Team. A member of the Service Impacts Core Team may be required to attend weekly meetings to ensure that Tier 1 and 2 Service Impacts are processed smoothly throughout the agency, ultimately to provide the greatest service possible to our customers. Tier 1 and 2 Service Impacts are routine impacts including 5K/10Ks, charity walks, parades, UT Football games and unplanned impacts including emergency activities, traffic accidents, road construction and significant traffic from major events. In rare instances, this will require working outside of normal business hours.
Cross Functional Service Impacts Team Member
This position has been identified as a member of the Service Impacts Team. A member of this team may be responsible for attending quarterly meetings where Tier 3 and 4 Service Impacts, all CapMetro Service Changes, and all other large, customer facing projects at CapMetro, will be discussed. This team will be responsible for ensuring that all facets of our business, both internal and external, are considered and managed effectively, to provide the greatest service possible to our customers. In rare instances, this will require working outside of normal business hours.
Work Environment and Physical Demands
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. Incumbent must be able to stand and sit frequently throughout an eight‑hour period, reach vertically for overhead use and horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6‑8 hours a day, and function in an environment with constant interruptions. Reasonable accommodation may be made to enable individuals with disability to perform the essential functions as previously described.
Mobility Status
As an Onsite position, the incumbent's primary workplace is a CapMetro facility or field location. Expected to work in the office 4+ days a week. Mobility status is subject to change at any time based on business needs or organizational decisions. This role is based in Austin, Texas and requires relocation to the Austin, Texas area prior to start date.
