Introduction

Deputy Attorneys General, with critical support from criminal special investigators, victim service specialists, paraprofessionals, and administrative staff, prosecute criminal cases, enforce consumer laws, provide counsel to state agencies, ensure the public's access to open government, protect the abused, and much more.
Summary Statement
The Delaware Department of Justice is seeking a dedicated individual to serve as the Victim Service Supervisor within the Victim Witness Assistance Program in New Castle County.
Reporting directly to the Director of Victim Service Specialists, the Victim Service Supervisor will manage their own caseload while also providing leadership and direction to a team of Victim Service Specialists. This includes supervising daily operations, assigning and reviewing workloads, coordinating schedules, and ensuring continuous coverage of services. The Supervisor will also assist in setting and implementing program objectives and play a key role in staff training, development, and performance management.
The Supervisor will serve as a liaison to external agencies, multidisciplinary teams, and community committees, and will represent the Department of Justice in various public and professional settings. They will be responsible for collecting and reporting program data, resolving coordination issues, and maintaining strong internal relationships with unit and division leadership.
This position requires a high degree of professionalism, discretion in handling sensitive matters, and the ability to lead in a fast-paced environment with shifting priorities. The Supervisor is expected to foster a collaborative team atmosphere and uphold the highest standards of service to victims and witnesses throughout the criminal justice process.

Essential Functions
Case Management Responsibilities
- Carries a caseload and provides direct victim advocacy services.
- Applies laws, regulations, and policies—particularly the Victims' Bill of Rights—in service delivery.
- Serves as a liaison to victims, families, and witnesses to explain agency services and legal processes.
- Interviews victims to assess needs and provides referrals to appropriate agencies and community resources.
- Notifies victims and witnesses of case status, court dates, sentencing orders, and relevant procedures.
- Conducts follow-up contacts with victims and/or their families.
- Documents and verifies victim information; prepares reports and maintains case files.
- Accompanies victims to court as needed.
- Provides crisis intervention, safety planning, emergency advocacy, and referrals to counseling, medical care, legal assistance, and emergency funding.
- Prepares for and responds to emergency situations, including coordinating shelter or other urgent services.
- Performs other related casework duties as assigned.
Supervisory and Program Oversight Responsibilities
- Supervises and monitors victim services staff and productivity; provides direction to at least two full-time positions (one of which must be a Victim Service Specialist).
- Exercises full scope of supervision, including planning, assigning, reviewing, evaluating, coaching, training, and recommending hiring, discipline, or termination.
- Ensures coverage of all criminal courts and assigns Grand Jury cases.
- Monitors, evaluates, collects, and analyzes victim service data for program performance and improvement.
- Recommends revisions to policies and operating procedures to enhance victim services.
- Interprets and communicates state and federal regulations to staff, ensuring compliance in all service areas.
- Develops and updates training materials, forms, manuals, and other resources for staff and program operations.
- Supervises and mentors intern staff, including task assignment, performance review, and training.
- Performs other related casework duties as assigned.
Job Requirements
JOB REQUIREMENTS for Victim Service Supervisor
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- Possession of a bachelor's degree in a Behavioral or Social Science or related field.
- Five years' experience in a Behavioral or Social Science related field.
- Three years' experience in ensuring compliance with victim service laws, rules, regulations, standards, policies and procedures.
- Five years' experience in human services work such as making referrals to community resources for counseling, medical care, legal assistance, emergency funding, and/or other applicable resources.
- Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
OR
- Ten years' experience in a Behavioral or Social Science related field.
- Seven years' experience in ensuring compliance with victim service laws, rules, regulations, standards, policies and procedures.
- Ten years' experience in human services work such as making referrals to community resources for counseling, medical care, legal assistance, emergency funding, and/or other applicable resources.
- Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; OR supervising through subordinate supervisors a group of professional, technical, and clerical employees.
