    Job DescriptionSUMMARY:The Project controls manager (PCM) will be providing project controls support and management on multidisciplinary projects associated with multi-year, multi-billion-dollar programs. The PCM will work with the client and other project stakeholders to develop project controls plans to efficiently manage the work to meet client, business, and project objectives. The PCM must possess leadership and management qualities; both are required to successfully deliver projects. As a leader, the PCM must have effective communication skills to build consensus with project team members and stakeholders. It is the expectation that the PCM identify and actively communicate with area stakeholders and invests a significant amount of time to understand interdepartmental dynamics within the organization we're serving, as well as the facility layout. FLSA STATEMENT: This is a full-time FLSA exempt position. It requires at least 40 hours per week with the ability to work more if necessary. ESSENTIAL DUTIES & RESPONSIBILITIES:
    • Project Controls execution support: implement/execute the cost and schedule management program for assigned project(s). Support area infrastructure planning efforts at various stages, facilitate development of cost estimates and budgets, and establish reasonable cost and schedule baselines and develop the Work Breakdown Structures.
    • Generate, implement, status and report all activities related to change and change management, including the identification of a baseline scope of work to report against.
    • Change Management / Forecasting: Implement change management practices and appropriately capture associated cost and schedule activities.
    • Reporting: Develop dashboards to communicate cost and schedule performance to project teams in real time. Implement a standardized suite of cost and schedule reports that enable clients to make data driven decisions.
    • Work with cross-functional teams to integrate third-party ERPs and systems with KPI interfaces developed by the PCM and team.
    • Analysis and Tracking: Perform trend analysis and actively evaluate project cost and schedule performance to identify potential risk areas, validate forecasts, and communicate those quickly to key stakeholders.
    • Develop, utilize and report from an Earned Value Management system that accurately captures progress against the WBS baselines.
    • Funding Request: Coordinate Project Controls team's contributions to development of project funding request.
    • Develop a Project Risk Register that identifies and quantifies risks, categorized by risk type, that would affect the successful completion of any deliverable within the project's WBS.
    • Work with key stakeholders to identify project risks and lead the cost and schedule contingency management process for assigned projects.
    • Lead ad-hoc cost and schedule studies that enable rapid decision-making based on payback, rate of return, etc.
    • Develop Project Controls Plan, and administer the plan throughout the project
    • Generates, manages, and updates cost and resource loaded schedules in Primavera P6.
    • Sequences work schedules to mitigate potential delays and identifies schedule risks well in advance of slippages. Implements remedial action to recover lost time.
    • Evaluate labor cost and hour and manpower requirements against budget constraints.
    • Validates payment applications, Change Orders, and any T&M work tickets.
    • Manage complete financial cycle such as vendor purchase orders, client, cost proposals and invoices.
    • Maintain current internal client database records and document control systems.
    • Coordinate with vendors, project manager and client to prepare business and technical project documentation.
    • Conduct vendor and internal audits to review accuracy, quality and completeness of database records and documents.
    • Create control budget and review and authenticate cost reports and change notices.
    • Implement and ensure cost control processes to report on estimates, expenditures, and cost commitments accurately.
    • Effective communication with departmental stakeholders for each project while demonstrating exemplary, advanced communications regarding all aspects of the project and how it will affect progress.
    • Provides client with regular updates, notifies them of issues and communicates regularly to keep them informed.
    • Support the project team with expediting the commercial closeout of the projects.
    • Performs other duties as mandated by Program Manager/Project Director.
    MINIMUM REQUIREMENTS:
    • Minimum of 10 years' experience in a Project Controls Manager role.
    • Bachelor's in Quantity Surveying, Project or Construction Management, or a relevant construction / engineering degree.
    • Ability to proficiently interpret and understand P&IDs, Drawings, Specifications, and other relevant construction documents.
    • Ability to navigate and effectively communicate with cross-functional teams and project stakeholders.
    • Experience in estimating, cost management and scheduling.
    • Strong focus on health, safety and quality.
    • OSHA 30-hour training program is desirable and CHST or STSC is preferred.
    • First Aid/CPR/AED certified.
    • Technically proficient in using IT systems including, but not limited to Procore, BlueBeam, SharePoint, MS Project and P6, MS Office tools, and other dashboard reporting tools.
