    Definition


    Under general direction, to assist the Director of Transportation with planning, organizing, directing, and managing the County's Transportation Department; to have day-to-day responsibility for the coordination and supervision of engineering, surveying, road maintenance, mechanic, warehousing, airport maintenance, transit operations and associate functions; to perform budget development and control for assigned functions of the Transportation Department; to provide highly responsible and technical staff support for engineering projects, surveying, and technical staff support for operations functions; and to ensure related work is completed as required.


    Examples of Important and Essential Duties

    (The following is used as a partial description and is not restrictive as to duties required.)


    Assists with planning, organizing, directing, and managing the functions and activities of the County Transportation Department; assists with the development and implementation of the Department goals, objectives, and priorities; provides supervision, training, and work coordination for assigned staff; manages and administers County engineering, surveying, airport, transit and road operations functions; oversees the design, construction, and maintenance of roads, bridges, and transportation facilities; directs and oversees the preparation of plans, project specifications and bids; develops cost estimates; oversees the preparation of legal descriptions; directs and performs project inspections of work being performed; approves project payments and change orders; supervises and directs the preparation, review, and processing records of surveys, legal descriptions, and other work for accuracy and conformance with established surveying principles, practices, laws, and regulations; prepares technical reports and supervises the maintenance of appropriate filing and record keeping systems; prepares engineering related ordinances, resolutions, and correspondence; reviews subdivision applications for conformance with legal access and other ordinances and requirements; plans, supervises, and coordinates on-going public works projects; supervises traffic control and right-of-way functions; works with the public, answering questions and providing technical assistance; coordinates projects with other County departments; serves as the Director of Transportation, when delegated; represents the Transportation Department with regional and local boards, commissions, and other government agencies, as delegated.


    Desirable Qualifications

    Knowledge of:


    Organizational and management practices as applied to analysis and evaluation of department programs, policies, procedures, organizational structure and operational needs.

    Principles of project planning, development, coordination, and direction for engineering, surveying, and operations functions and services.

    Principles, practices, and methods of Civil Engineering as applied to the design, construction, and maintenance of roads, airports, and Transportation facilities.

    Principles, practices, and methods as applied to Public Works operations and maintenance, road construction and maintenance, equipment operations and maintenance, and transit operations.

    Pertinent State, Federal and local laws, regulations, and ordinances related to the functions and operations of the Transportation Department. Grant development and administration. Proper inspection methods and procedures. Research and statistical methods. Budget development and control. Principlesof public administration, management, staff supervision, employee training, and work evaluation.


    Ability to:

    Assist with planning, organizing, managing, and coordinating the functions of the County Transportation Department. Analyze problems, identify alternative solutions, determine consequences of actions, and implement recommendations in support of department goals. Plan and manage the Department engineering, surveying, airport, transit, equipment and road operations functions. Interpret engineering and surveying information and make decisions in accordance with laws, regulations and policies. Provide management, training, and supervision for assigned staff. Assist with development and administration of the Department budget. Oversee and perform the gathering and maintenance of information for a variety of Transportation Department functions and projects. Collect, compile, and analyze technical, statistical, and other information. Direct the preparation and prepare clear, concise reports. Make effective oral and written presentations.

    Establish and maintain cooperative working relationships to effectively represent the Transportation Department with the public, community organizations, boards, commissions, regulators, and other government agencies.


    Training and Experience:

    Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying.

    A typical way to obtain the required knowledge and abilities would be:


    Eight (8) years of increasingly responsible experience in planning, development, construction, operations, and maintenance of Transportation facilities, including at least four (4) years in a management or supervisory position and six (6) years of professional engineering experience.


    Special Requirements:

    Possession of, or ability to obtain, an appropriate valid California Driver's License

    Possession of current and valid registration as a Professional Civil Engineer from the State of California.

    Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

    Work is performed in office and outdoor environments; continuous contact with other staff.

    • The rate of pay of a county employer shall correspond with the letters A, B, C, D, E, F and G respectively, which denote the various steps in the salary range.
    Steps "F" & "G" steps are based on longevity:
    "F" step is upon completion of seven years of continuous service and 2.5 years at "E" step, "G" step is upon completion of 10 years of continuous service and 3 years at "F" step . Trinity County Code
