    Duties


    You will:

    As Suspension and Debarment Hearing Officer be responsible for the management of all aspects of discretionary suspension and debarment cases and statutory exclusion matters before the EPA Suspension and Debarment Official (SDO), serving as an Agency Grants Competition Disputes Official, and serving as the presiding officer for administrative fact-finding hearings on suspension and debarment matters. You will perform work that includes the duties listed below:

    • Ensuring the management of cases and matters referred to the SDO for administrative action, including statutory listings, reinstatement petitions, and discretionary suspension and debarment cases as assigned.
    • Advise and assist the SDO in establishing and implementing EPA suspension and debarment policies and guidance that will have Agency-wide and Government-wide impact in this area of the law. Advises the SDO on overall case actions, policy matters, and Suspension and
      Debarment Program objectives. Responsible for all procedural matters in suspension and debarment proceedings, including conducting fact-finding hearings to resolve disputes of material facts.
    • Act as an EPA representative for the Interagency Suspension and Debarment Committee (ISDC), represents the SDO, at his/her request, on inter-agency and intra-agency work groups and committees, and performs special analytic studies or similar projects as requested.
      Participates in conferences and trainings with representatives of other agencies and higher administrative officials.
    • Act as an Agency Grants Competition Disputes Official and makes determinations about applicant competition disputes relating to eligibility and other matters. Incumbent establishes a process to resolve these disputes, reviews relevant information, and issues written decisions that are binding on the Agency.
