    Description

    POSITION GOAL

    Plan safe, efficient, adequate and economical bus service for all students entitled to transportation to their assigned school by developing and evaluating school bus routes, schedules, reports, studies, surveys, and the terminal's operational budget.

    ESSENTIAL PERFORMANCE RESPONSIBILITIES

    The Manager II, Transportation Terminals (Main & Satellite) shall carry out the performance responsibilities listed below:

    • Administer the Main and Satellite Transportation Terminals and supervise transportation personnel assigned to the terminal in accordance with statutes, policies, regulations and directives from the Assistant Director, Student Transportation and Fleet Services.
    • Develop an annual transportation terminals operational budget to represent the main terminal and satellite location and administer the implementation of the approved budget by ensuring compliance with best financial practice.
    • Demonstrate transportation initiative in identifying potential problems or opportunities for improvement and take appropriate action.
    • Cooperate with the automated routing and scheduling division of the Student Transportation and Fleet Services Department in the development of bus routes and schedules.
    • Plan bus routes and schedules for the transportation terminals in the absence of automated routing and scheduling assistance, to assure that all eligible students are afforded safe, adequate, efficient and economical transportation services.
    • Evaluate routes assigned to the terminals and request route schedule changes during the school year, in order to maintain the goals of the position as required by prudent practices of student transportation and fleet services administration.
    • Maintain in the transportation terminals a complete set of updated synopsis, schedules, route directions, and seating charts.
    • Maintain in the District Transportation Office a complete set of synopsis, schedules and route directions.
    • Maintain in the transportation terminals all other records as shall be required by statutes, policies, regulations, or directives from the Assistant Director, Student Transportation and Fleet Services.
    • Assign bus operators and attendants to buses in accordance with Board Policy and the union contract, and assure coverage of all routes on a daily basis.
    • Advise affected schools of all changes in bus numbers, routes, stops and any and all changes that may affect the students assigned to that school.
    • Furnish each school with a complete synopsis of trips within fifteen (15) working days after each of the Full-Time Equivalent (FTE) Surveys conducted each year.
    • Investigate and answer all correspondence and/or telephone calls within the transportation terminal.
    • Maintain desirable public relations by interacting on a regular basis with schools, district personnel and other key stakeholders.
    • Solve the transportation problems that arise in the transportation terminal in a timely manner consistent with statutes, policies, regulations, and directives.
    • Exercise personnel administration, including hiring, firing and evaluation of personnel; participate in grievance resolution as deemed necessary.
    • Submit required reports and data as requested by the Assistant Director, Student Transportation and Fleet Services or designee.
    • Cooperate in the scheduling of required inspection of all buses assigned to the transportation terminals, and deliver buses to assigned inspection stations in a timely manner.
    • Maintain records necessary to identify eligible students at each school in the area by identifying the two-mile non-transported zone around each school and the hazardous walking areas within each two-mile zone. Minimum records shall consist of an accurate, updated map of the school boundary with the two-mile zone identified by appropriate colors and hazardous walking areas noted.

    MINIMUM QUALIFICATIONS & EXPERIENCE

    • An earned associate's degree from an accredited institution in transportation and logistics management, business management, computer technology or related field.
    • Minimum of nine (9) years of experience and/or training in the field related to the title of the position.
    • Knowledge of State and Federal school bus transportation safety regulations and best practices.
    • Excellent written and oral communication skills. Computer skills as required for the position.

    PREFERRED QUALIFICATIONS & EXPERIENCE

    • An earned bachelor's degree from an accredited institution in transportation and logistics management, business management, computer technology or related field.
    • Minimum of seven (7) years of experience and/or training in the field related to the title of the position.
    • Prefer successful school district transportation work experience or related work experience.
    • Bilingual skills preferred.

    SIGNIFICANT CONTACTS-frequency, contact, purpose

    On a daily basis, works with employees, supervisors, managers, and directors within Transportation Services, District and Schools to oversee student transportation for assigned area.

    PHYSICAL REQUIREMENTS

    Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force as frequently as needed to move objects.

    TERMS OF EMPLOYMENT

    Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
