    The primary purpose of this position is to develop broad gauged individuals who can deal effectively with change and complexity within the Air Force environment as it relates to their career field.



    Duties

    • Plans the collection and analysis of the information and data used by the assigned organization to perform operations research assignments which involve one of the major phases of a project, or several phases of a specific question. Performs operations research assignments in support of processes, operations, or questions which are complex to treat, and which require the consideration of variable and relationships which are of a conventional nature. This includes projects or portions of larger projects and programs under the guidance of a senior operations analyst. The incumbent must apply judgment in the independent application of the methods and techniques previously learned. Sets up the problem, conducts background investigation, collects and reduces data, displays data for analysis, formulates mathematical expressions, and draw conclusions in support of efforts and which are presented to the supervisor or senior analyst. Provides solutions to problem that require application of a variety of operations research techniques.
    • Collects and analyzes information to find solutions to problems requiring a variety of data sources and use of a broad range of operations research methods and techniques. Assists in the development and implementation of analytical and simulation models used to evaluate processes or program factors. Uses established analytical techniques to carry out a variety of tasks, to include modeling and analyzing cause and effect, and identifying trends and problem areas. Presents briefings or presentations on proposed solutions and findings. Reviews and evaluates study projects, proposals, and/or reports for adequacy of methodology, including the use or development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified. Ensures problem is clearly defined through data collection, research, and investigation of objectives and relevant criteria. Identifies additional questions to be answered, provides or critiques essential elements of analysis and provides alternatives to be considered, as well as suggests analytical techniques to be employed. Provides expertise concerning the validity of assumptions made and the criteria by which alternatives are evaluated. Advises and recommends new techniques, innovations, and technical and scientific advancements which may serve as a means of overcoming issues.
    • Develops and presents written and oral summaries and reports which are presented to management officials within and outside the organization. Assists higher grade analysts in finding solutions to problems requiring a variety of data sources and operations research disciplines. Participates in the collection and analysis of the information and data used by the assigned organization to perform operations research tasks. Serves as a consultant and Air Force level technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Utilizes technical knowledge to formulate, determine, and/or influence Air Force (AF) policy. Conclusions and recommendations have a direct impact on AF level management plans and decisions regarding policies and procedures. Conducts analysis of various systems, relationships, and models; i.e., evaluating and/or redefining the impact of new capabilities on current systems and policies. Advises other analysts on matters concerning scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques.
    • Keeps abreast of emerging techniques and professional developments to remain current in the field and for application to work assignments. Uses computers/computer software such as analysis tools to solve operations research problems and facilitate work. Develops written summaries and reports to be used by higher level analysts, contractors and/or customers. Presents briefings or presentations as required. Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts. Represents the AF with other experts within the Department of Defense (DoD) services and industry to establish guidance. Interfaces with headquarters and other technical/analytical agencies on advances in state-of-the-art technology. Represents the organization during visits with government and industry representatives. Coordinates the contributions of professionals and specialists, notes problems that arise, and resolves differences. Prepares reports, responses to queries, justifications, and background papers on the areas of expertise and assignment. Prepares and presents briefings and makes presentations on study's progress and results. Prepares technical reports may perform special assignments and projects.
