Duties
The successful candidate will perform the full range of duties. They include but are not limited to:
MSEB Materials Project Manager Position:
The selectee will serve as a Project Manager for NMSS/MSST/MSEB with primary responsibility for managing the Nuclear Materials Event Database (NMED) contract. NMED is used by the regional staff and Agreement States to keep track of nuclear materials events, including tracking events of interest about licensees prior to performing inspections. Headquarters staff uses the database to keep track of trends across the country and within the regions, whether there are any generic issues that require follow-up, and as a means to keep information in one accessible location. The selectee will be required to acquire/ maintain the necessary project management training for managing a contract, including Contract Officer Representative (COR) certification. The selectee will be required to initiate and manage contract support for assigned tasks and project activities.
The selectee will also have responsibility for coordination of enforcement actions involving regional and Headquarters' nuclear material licensees and certificate holders and represent NMSS in Office of Enforcement and regional interactions, as appropriate. The selectee is expected to provide clarification of the regulations in support of enforcement actions, reviewing all escalated enforcement actions involving HQ material licensees and certificate holders before issuance, and relay requests for clarification of NMSS's policy to NMSS management, as appropriate. The selectee may also be responsible for regional coordination regarding events, tracking NMSS and regional related activities, monitoring the handling and follow-up of events, performing routine queries in NMED to review and analyze events related to the materials program, supporting NMSS incident response coordination activities, and providing appropriate program office support for regional activities within the purview of NMSS.
The selectee is responsible for the management, preparation, and coordination of the materials portion of the Annual Agency Action Review Meeting (AARM) and the associated Commission paper. This includes scheduling, planning, and leading alignment meetings involving headquarters and regional staff at the Division Director and Office Director/Regional Administrator levels.
MSLB Materials Project Manager Position:
The selectee will serve as a Project Manager in NMSS/MSST/MSLB. Knowledge of principles, theory, and practice in the fields or selected aspects of engineering adequate to review assessment of byproduct materials licensing is a plus, and the selectee will:
Assist in the implementation of Commission policies, procedures, criteria, and guides for regulating the use of radioactive materials related to sealed sources and devices and other byproduct material The selectee will lead projects associated with branch activities, with responsibility of planning, coordinating, managing, and participating in development of regulatory initiatives, policies, requirements, guidance, and programs, related to materials safety and programmatic direction of byproduct materials with academic and industrial uses, including oversight and licensing interfaces with the Web-Based Licensing (WBL) program, technical assistance to the Regions, and Agreement States. The selectee will plan, direct, and coordinate contractors' support of materials activities pertaining to the branch functional activities.
Support efforts to develop policies and procedures and implement process improvements to enhance the efficiency and effectiveness in the incumbent's function areas. The selectee will provide advice and recommendations to branch, division and office management in the associated with projects and program activities.
Work with other groups within the agency to formulate licensing criteria, policy, and procedures for programs involving
Serve as primary or backup COR, as appropriate. As such the selectee would be responsible for carrying out COR duties and keeping COR certification updated.
SMPB Materials Project Manager Position:
The selectee will serve as a Project Manager for NMSS/MSST/SMPB. Knowledge and experience with data systems in a plus. Projects will vary depending on branch workload, but will include:
Development and maintenance of the Integrated Source Management Portfolio (ISMP) systems, which include Web-Based Licensing (WBL), National Source Tracking System (NSTS), License Verification System (LVS), and Portfolio Enrollment Module (PEM).
Supporting byproduct material security, as governed by the Code of Federal Regulations, Title CFR)Part Tasks may include rulemaking package development, guidance development, analysis of operating experience, technical support for Part 37 enforcement cases, and coordinating security issues among National Materials Program team members.
