    MSH seeks aMonitoring,Evaluation& Learning (MEL)

    Directorto provideMELleadership and direction for an estimated $50-100million, five-yearcalled Global Resilience against Drug-Resistant Tuberculosis.

    Referred to as GRAD-TB,the project isdesigned to scale up and improve managementof drug-resistant (DR-TB)in USAID-supported countriesandfocuson expanding access to high quality treatment services.

    In TB priority and Global Fund Technical Assistance countries, it will provide specialized technicalassistanceto enhance thequality of DR-TB program at the country level.

    Position contingent upon project award and fundingOVERALLRESPONSIBILITIESTheMELDirectorwillleaddevelopment andimplementation of a strongMEL planconsistent with the USAIDresults framework, coordinate the collection of data including conducting field visits for data validation,monitorthe quality and completeness of data sets, contribute to thedevelopment of the program anddocument project performance against established outputs and indicators.

    The MEL Director will haveprimary responsibility for establishing and maintaining systems to measure, compile, analyze and report project data at all levels and across levels; providing regular project reports to USAID and for developing special reports as neededTheMELDirectormust have appropriate expertise on M&E related to the use of performance indicators and various research/evaluation methodologiesand statistical analysisto determine outcomes and impacts throughout the project/program cycle.

    The MELDirectorwillsupport country buy-insinmonitoringprogress, evaluating effectiveness,disseminatingresults, and integrating learning.
    The MEL Directorshould be familiar with global and regional development indicators/indexesandwillmaintainreporting procedures and guidelines in compliance with USAIDsystems.

    The MEL Directorwill alsobe responsible forbuilding thecapacityof stakeholders in themanagement of data (includingcollection,utilization, and dissemination of data)as well as ensuring that all monitoring and data collection activities areharmonized,and information is shared.

    SPECIFICACCOUNTABILITYDesign and implement the Project's M&Eand Learningsystem, including the development oflogical models, performance framework,indicatorsand performance management plan (includingsetting targets),ensuring timely data collection,assuringdata quality, managing the project database, performingstatisticalanalyses,monitoring project progress,identifying and sharing lessons learned,writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.

    Provide technical inputs to the technical teamtoassistin developing program goals andobjectivesas well as MELtools and strategies and providemonitoringdataand learning digeststo strategically inform the decisions on project performance and future direction to the project.

    Supportcountries'Ministry of Healthto develop a health sector MELframework andmonitorhealth system strengthening interventions.

    Provide regularly updated reports on the status of implementation against the project goals andobjectivesto theProject Director, USAID,and other program managers asrequired.

    Collaborate with the project team inidentifyingproject activities, processes and/or outcomes that are worthy ofdocumentation anddesign a system for capturing lessons learned and best practices.

    Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.
    Perform other duties as assigned.

    QUALIFICATIONSAdvanced degree in a relevant discipline and at least10years ofdemonstratedexperiencedesigning andimplementing monitoring and evaluation activitiesandoperational researchfor complex programs in developing countries.12 years of progressively responsible experience is preferred.

    Experience in international public health isrequired.
    Excellent command of monitoring and evaluation methodologies.

    Previousexperience implementing and managing a rigorous MELsystem including developing performance monitoring plans that track performance as sub-results/results and by funding stream.

    Knowledge of data collection protocols to ensureaccuratedata collection and verification is essential, as well as an ability toidentifydata trends and communicate this information to allow for changes in program implementation.

    At least seven (7) years of experience in each of the following areas related to: 1) designingand implementing M&E systems for TB, HIV/AIDS, health systems strengthening,and/or other complex health programs; 2) evaluating quantitative and qualitative health data sets, 3) managing complex data collection teams/staff and 4) managing the utilization of the data for project and other reporting.

    Experience in the WHO MDR-TB priority countries (Democratic Republic of the Congo, India, Indonesia, Mozambique, Myanmar, Nigeria, and more) is an advantage.

    Experienceleading and building thecapacityof M&E officers, including remote, field-based staff, to meet program needs and deliverables is desired.
    Organizational,verbaland written communication skillsin Englishto manage project communications anddisseminateproject information arerequired.
    Excellent skills in MS Excel(working with large datasets, managing tables, creating graphs), Word, PowerPoint.

    Expertisein statisticalquantitative and qualitativeanalysis of data (using software as R, Stata, SPSS, SAS, NVivo, ATLAS,etc.)Proven experience working withDHIS2(Level 2 DHIS2 Academydesired).Experience with USAID programs/projects strongly preferred.

    Having lived in a LMIC is a strong asset.
    Fluency/proficiencyinanother language such asFrench,Spanish,or Portugueseis a plus.


    Skills and Abilities:
    Strong collaborative skills and the ability to work with host country governments, NGOs, and international donors effectively.

    Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into their work.

    Demonstrated organizational,technicaland supervisory skills and abilities; sound judgment and high ethical standards; and the flexibility and ability to adapt to changing priorities and deadlines.

    Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint.
    Willingness and ability totravelinternationally.

    The expected salary range for this position is:
