    This position will support Region 3 and the ideal candidate will serve as an Environmental Protection Specialist dealing with Environmental and Historic Preservation (EHP) matters related to recovery operations. Candidates must be available to deploy up to 217 days per year. All Deployments must follow Regional telework policy.

    What will I do in this position if hired?

    In this Environmental Protection Specailist position, you will support Region 3 with a wide variety of Environmental and Historic Preservation related tasks.

    Typical assignments include:
    • Providing technical Environmental and Historic Preservation (EHP) advice related to FEMA activities.
    • Support the Region 3 EHP Environmental and Historic Preservation Advisors (EHADs) and the EHP Disaster Recovery Branch Chief on all EHP matters related to FEMA's regulatory compliance for the emergency or disaster declaration, or post-disaster recovery activities.
    • Coordinating with the Environmental and Historic Preservation Advisors (EHAD) to fulfill EHP requirements.
    • Disseminating technical and regulatory information through briefings, documents, and/or public hearings.
    • Providing technical assistance to FEMA Public Assistance and Hazard Mitigation Assistance staff during project.
      formulation, grant processing, and close-out.
    • Support EHP compliance reviews for all proposed Public Assistance a grant projects and other FEMA-funded actions (e.g. Direct Housing activities, Mission Assignments).
    • Participate in inter-agency consultation under various environmental laws, such as the National Historic Preservation Act and the National Environmental Policy Act.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

    To qualify for this Environmental Protection Specailist position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
    1. Supporting leadership on environmental and historic preservation compliance topics; and
    2. Contributing to projects involving environmental compliance requirements involving federal law, policies and/or procedures; and
    3. Applying solutions to address adverse environmental or historic preservation impacts on complex projects.
