    SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, international clients including the Canadian Navy and Australian Defence Force
    Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges
    The Naval Surface Analysis Group (NSWAG), within SLA Division, focuses primarily on providing analytic and program support to the Surface Warfare component of the United States Navy, enabling enhanced decision-making regarding the allocation of resources to improve operational capabilities
    This support includes personnel, manpower, and training support to OPNAV N1
    SPA has a near term need for a Program Analyst (Disruptive Capabilities), who will support United States Fleet Forces Command (USFFC) Distributed Maritime Operations (DMO) advancement, implementation, operation and execution
    Responsibilities Serve as the subject matter expert on the coordination, planning and execution, and assessment of Fleet Disruptive Capabilities
    Manage, plan, and assess Navy and Joint operations supporting the Fleet Disruptive Capabilities Governance Council
    Manage assessments of Disruptive Capabilities using a common assessment framework
    Be prepared to advocate for favorably assessed Disruptive Capabilities through the WIP/IPCL process, requirements letters, direct coordination with resource sponsors, or other means
    Prepare products for review and approval up to the Flag Officer/Senior Executive Service level
    Prepare briefs, staffing packages and provide information to update CTS items related to the advancement of Disruptive Capabilities
    Manage Fleet Disruptive Capability Governance monthly meetings
    Attend Disruptive Capability Office weekly meetings

    Qualifications Required Qualifications:

    • Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems
    • Previous military officer experience and experience working with echelon one and echelon two military commands
    • Six (6) years of experience as a technical lead or strategic planner on future technology programs and projects
    • Experience in planning naval exercises across multiple warfare domains, Navy/Joint military operations, policy, doctrine and systems, as well as experience in developing military courses of action
    • Experience adapting to a fast-paced, team-based environment and managing or leading team performance
    Experience handling multiple priorities and interruptions with minimal impact on productivity/deliverables
    Experience with advanced naval technology products and deliverables


    • Experience as Team or project leader, as well as an experienced public speaker and presentation skills
    • DoD TS/SCI clearance, and the ability to maintain it throughout employment
