    Position Details


    This full-time unrepresented position is exempt from civil service and a member of the Science and Evaluation Program; an organizational segment of the External Programs Division.


    The Vital Signs Reporting Analyst leads the collaborative effort to analyze and report findings for the Puget Sound Vital Signs and their indicators, a set of socio-ecological measures to assess ecosystem conditions and how conditions change over time, to different audiences.

    The position collaborates with scientists, managers and practitioners at partner agencies within the Puget Sound Ecosystem Monitoring Program (PSEMP) to compile, analyze and map data for a number of indicators, from water to whales and human wellbeing.

    The annual starting range of compensation for this position is between $78,000 - $86,000 depending upon qualifications. The full position salary range for is $78,000 - $94,000.

    Hiring supervisors can negotiate employment offers with candidates for this recruitment within the boundaries of the starting salary range based on a formulaic approach.

    The position range is the broader range the newly hired person can expect their salary to grow during their tenure in the position.

    Salary ranges will increase when future legislatively approved general wage increases for non-represented state employees occur. Bonuses, benefits, and/or additional pay may be available based on recruitment, retention, and incentives approved through legislative acts.


    CONDITIONS OF THE WORKING ENVIRONMENT:

    The agency is a tobacco-free, drug-free, and alcohol-free environment with Business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times when irregular hours will be required and flexible or alternative work schedules are available.

    The official duty station is our Olympia, Washington headquarters; however, employees have a choice for their regular work site location between our Olympia, Tacoma, or Seattle worksites.

    The nature of this role relies heavily on remote and in-person collaboration and daily access to high-speed internet that supports video conferencing and a virtual private network (VPN) connection are required (equipment and software provided by the agency).

    While we offer a hybrid remote and on-site schedule, the position will require reporting for in-person work in group settings or for in-person work in various locations in the Puget Sound area at least once a week or 32 hours per month.

    This position may require you to work more frequently in an office setting than others if you're unable to effectively conduct work remotely or as business needs arise.

    Travel requirements will be limited, however, there may be occasions when an employee is required to travel and work irregular hours to attend meetings or trainings.

    Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

    Newly hired employees must begin their appointment within 90 days of the date of accepting the employee offer and the date employment begins.

    In addition, if currently living outside of Washington state, newly hired employees must relocate to Washington state within 30 days of starting employment and report to the Olympia office headquarters in person on the first day of employment.


    Some of your duties include:

    • Coordinate with scientists, managers, and practitioners serving in the role of "indicator reporter" to compile and analyze data and ultimately provide indicator reports and subsequent indicator updates.
    • Serve as lead editor on indicator reports drafted by indicator reporters, providing analytical advice, providing mapping support and curating the data and narratives in Puget Sound Info as the web platform, training users of the platform, and planning and tracking indicator updates.
    • Lead the reporting for approximately five habitat indicators by developing, updating, and analyzing a suite of intersecting geospatial regional datasets for the purpose of evaluating the status and trends of estuaries, floodplains, feeder bluffs, forest cover in marine riparian areas Vital Sign indicators and possible others.
    • Lead efforts to or support the effort of other leads to identify and develop new Vital Sign indicators, including indicators for quality of life and healthy human populations and environmental disparities.
    • Work with the Partnership's PSEMP Network Coordinator to support PSEMP work groups to develop key messages for Vital Signs by providing guidance and serving as an editor.
    • Lead the production of the ecosystem condition section in the State of the Sound report.
    • Curate indicator metadata and reporting plans in coordination with indicator reporters to ensure that data are up-to-date and reports are scheduled as data become available.
    • Coordinate with the Puget Sound Partnership's Adaptive Systems team to improve the agency's information management infrastructure such as Puget Sound Info, the web platform that hosts all Vital Signs and indicators information; and use of ArcGIS Online for spatial data, maps, and applications to support Vital Signs and indicators communication materials.
    • Provide guidance to, and work with partners to ensure that monitoring programs have quality assurance plans and methods of analyses are rigorously documented.

    Required Education, Experience, and Competencies:

    • Master's degree or higher in social or natural sciences or related field.
    OR


    • Bachelor's degree in social or natural sciences or related field; AND
    • At least two (2) years of qualitative or quantitative research experience working in relevant natural or social sciences disciplines.

    • Associate's degree in social or natural sciences or related field; AND
    • At least five (5) years of professional experience in qualitative or quantitative research relevant to natural or social science disciplines.

    Additional Requirements:

    • At least two (2) years of experience with applying qualitative or quantitative research design, statistical methods and software, and modeling related to ecosystem management, conservation science, ecology or indigenous science.
    • Demonstrated foundational ability with geographic information systems (GIS) such as Esri ArcGIS desktop and online software, and with generating and managing spatial data independently.
    • Demonstrated familiarity with the limitations and appropriate use cases for spatial data.
    • Analytical skills, which includes the ability to synthesize and understand complex content using knowledge of ecosystem monitoring, consider multiple variables while managing details, apply advanced research methods, and make decisions consistently about abstract information.
    • Demonstrated ability to distill complex findings and competency in communicating effectively and applying plain talk principles both orally and in writing for a variety of audiences including scientists, planners, natural resource managers, policymakers, community groups, and the general public.
    • Demonstrated ability to work cooperatively and effectively with a diverse group of agencies, governments, stakeholders, tribes, and community groups including scientists, planners, natural resource managers, policymakers and community members.
    • Background of successful project management for multiple projects of a complex nature or dynamic variables.
    • Ability to work effectively both independently and as part of a team.

    Preferred/Desired Education, Experience, and Knowledge:

    • Masters, equivalent degree, or Ph.
    D. in relevant natural or social sciences disciplines.

    • Two (2) years of experience coordinating the development of collaborative ecosystem monitoring and assessment programs, including the use of socio-ecological indicators to gauge ecosystem health.
    • Two (2) years of experience implementing or analyzing the status and trends of socio-ecological measures, as the basis for understanding ecosystem health and environmental disparities in ecosystem management.
    • Two (2) years of experience with the development and evaluation of indicators of environmental disparities with the goal of informing efforts to address environmental justice.
    • One (1) year of experience at minimum using GIS including applying spatial projections; compiling, analyzing, and summarizing geospatial data in software such as ArcGIS Pro and geodatabases; producing webmaps and applications in ArcGIS Online; and generating FGDC-compliant metadata.
    • Knowledge of natural resource management, socio-ecological dimensions and environmental justice issues related to the recovery of Puget Sound.
    • Familiarity with the terminology and best practices related to adaptive management of planning and natural resources.
    • Two (2) years of experience working in an interdisciplinary setting.
