    GENERAL DESCRIPTION:

    Performs highly advanced (senior-level) analysis of the intersection of computer systems, communication tools, and public safety operations. Coordinates and participates in the development and execution of enterprise level strategies and technical direction/technology road maps. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.
    The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met.


    ESSENTIAL DUTIES:
    1.

    Coordinates and/or participates in the development and execution of enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining technology roadmaps.2.

    Meet and coordinate with first responders and technology stakeholders, both internal and external to the department to identify business needs and potential solutions.3.

    Research current trends and solutions in public safety technology or business processes and identify potential high-impact areas for further analysis.4.

    Coordinate proofs of concept, field tests, studies, and the preparation of reports that include study findings, recommendations, and instructions for proposed system and/or solution implementations.5.

    Develop and implement success criteria and metrics for Innovation and Data Office projects, including charts, diagrams, and tables that depict costs, benefits derived, and tasks accomplished.6.

    Create and present informative material on Innovation and Data Office initiatives to diverse audiences, both internal and external.7.

    Coordinate projects that cross-functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.

    8. Configure/implement and test equipment, applications, and solutions for proofs of concept and Public Safety Solutions Center Displays.9. Attend conferences, workshops, and other events that showcase public safety technology or that can address public safety business needs.10. Assist in planning and hosting outreach events.11. Interpret relevant laws, regulations, and policies to ensure adherence by the organization.12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.13. Perform other duties as assigned.

    Qualifications GENERAL QUALIFICATIONS and REQUIREMENTSEducation – Graduation from an accredited four-year college or university with a major in Computer Science or other applicable Science, Technology, Engineering, or Mathematics degree.

    Experience – Minimum three years' of progressively complex work in implementing and administering systems or networks in a public safety environment AND with communication and/or situational awareness applications.

    Minimum four years' experience implementing multi-division or multi-agency technology projects.


    Substitution Note:

    Additional work experience of the type described may be substituted for education on a 1-year experience for 1-year education basis.

    Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

    Regulatory knowledge – Requires extensive knowledge of department organization and division core functions; and working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

    Supervisory/Managerial/Leadership skills – Knowledge of strategic planning processes.

    Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness, and provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

    Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management.

    Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

    Working knowledge of statistical analysis processes and generating performance metrics. Must demonstrate an ability to identify objective measures or indicators of program performance, both qualitative and quantitative.
    Technology – a.

    Working knowledge of major technology drivers and disruptors in public safety such as:
    internet of things, Artificial Intelligence, Cloud computing, autonomous vehicles, mobile broadband and the First Responder Network Authority. b.

    Knowledge of major department information systems, such as:
    SharePoint, TXMAP, ArcGIS online, Team Awareness Kit, and Enterprise Mobile/In-car.c. Knowledge of the limitations and capabilities of computer systems. Must possess appropriate levels of proficiency with utilized software and systems and able to learn new software/systems.d. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), and CJIS.

    Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

    Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

    Travel and/or Schedule – Must be available for emergencies which may include after-hour and weekend work; and will travel 1-3 days per month for state/national conferences, or coordination of meetings with partner organizations.

    A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

    A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

    Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
