    Job DescriptionUnder general supervision, provide electrical, control and communications engineering expertise in support of operation and maintenance of the USAF facilities in a remote and austere environment.

    Assists the formulation and development of a variety of mechanical engineering discipline costs and pricing estimates for both operations and maintenance (O M) work and over and above (O A) projects.

    Position is located at the Project Headquarters in Anchorage, AK.Must have the pertinent people skills that enable the coordination with other system owners, maintenance crews and construction trades to drive projects and daily tasks.

    Will be responsible for developing operations and maintenance documentation and collaborate with vendors providing services.
    Provides design engineering input for existing system modification, upgrades, and new equipment installations.
    Will provide input for operations, maintenance and troubleshooting of all electrical distribution systems and equipment.
    Will create, review, and implement electrical switching procedures required to move loads for maintenance and construction activities.

    Provide Operations and Maintenance (O M) engineering for high and medium voltage distribution systems to include Supervisory Control and Data Acquisition (SCADA).Support for low voltage power systems and electric metering and power generation.

    Provide design review and scoping of low, medium, and high voltage electrical system improvements.
    Responsible for tracking system loads, forecasting consumption and maintaining utility budgets.

    Provide technical and administrative support of operations and maintenance of facilities, by evaluating and preparing technical, scheduling, and maintenance programming solutions.

    Prepare responses to Government requests for proposals under the over and above (O A) and direct scheduled work (DSW) programs.

    Work includes design, estimating and scheduling of the proposed project.
    Provide project management for engineering designs and construction projects by subcontractors for O A or DSW projects.
    Evaluate and prepare solutions for system problems as technical support for (O M) of facilities.
    Perform facility condition assessments and prepare reports.
    Requires periodic travel to remote sites.

    Estimated 25%Develop and oversee, in cooperation with the health safety specialist, the electrical safety program, including preparing and updating the electrical safety program plan.

    This plan will comply with NFPA 70E. Elements of the plan include safe work practices, arc-flash, lock out /tag out, etc.

    Assist with technical expertise in production of required reports to the Government as listed in the Performance Work Statement (PWS).Become familiar with and comply with ASRCC Standard Operating Procedures, Personnel Policies and Procedures, the systems, procedures, and equipment applicable to the incumbent's work assignment.

    Compile as-built data as part of various site inspections or projects for incorporation within the CADD drawing system.
    Review proposed changes to the PWS and advise the company on impact to the contract.
    Perform administrative duties and maintain assigned workplace, materials, and equipment in a safe, secure, and neat condition.
    Bring to the attention of Management incidents or circumstances which could adversely affect the performance of the project.
    Other applicable duties as assigned.


    REQUIREMENTS:
    Minimum RequirementsMinimum three (3) years' experience in facilities engineering with increasing responsible in electrical design and project management.
    Professional Electrical Engineer's registration in the State of Alaska.
    Bachelor of Science degree in Electrical Engineering.
    Must have, and maintain, a valid driver's license.
    Must be able to obtain a SECRET security clearance.
    Design experience in electrical engineering and a rudimentary knowledge of architectural and other engineering disciplines.

    Must have prior experience and ability to:

    write/review project proposals, plans, and specifications; develop and maintain project budgets; design and manage subcontracts to adhere to client specifications and industry design standards; organize and manage construction crews; and coordinate with local, State, and Federal agencies.

    Skilled in the writing of Work Instructions, Scopes of Work, and other Technical documents.
    Demonstrated independent work initiative, sound judgement, diplomacy, and professional demeanor.
    Ability to travel individually or in a group to remote sites.

    Must be able to travel in small aircraft and must be prepared to remain overnight for extended periods of time.

    Must be able to travel up to approximately 25% of position time.
    Experience with fire alarm instrumentation and control systems.
    Skilled in the reading and interpretation of Contractual documents.
    Demonstrated experience in facilities engineering in a tropical and arctic environment at remote locations.
    Field work will be required to investigate new construction/repair project requirements and evaluate/assess existing facility and infrastructure systems.
    Proficient in standard business office software and familiar with AutoCAD.Excellent analytical, problem solving and organizational skills.
    Excellent oral and written communication skills.
    Must have the ability to communicate the English language, both verbally and written, in an effective manner.
    Proven ability to think independently and handle multiple projects through to completion.
    Preferred RequirementsMaster's degree in engineering or ten years of experience in related field.
    Project Management Professional (PMP)Experience or training in arc-flash analysis.
