    Position: Business Analyst

    Duration: 12 Months

    Location: Olympia, WA (Onsite from Day 1)

    Local to Washington

    Scope of Work

    The scope of work is broad in nature including estimation, elicitation, analysis, validation, documentation. and verification of customer requirements. The services will be provided as part of a team with technical leads, quality assurance testers, developers, and business partners working to complete required estimates and provide processes and procedures for proposed solutions.

    This contract position reports to the project manager and/or resource manager and will evaluate requests and tasks to provide analysis and estimation in collaboration with team members and other partners. The contract position will also conduct knowledge transfer activities to DOL staff at the conclusion of the assignment.

    Duties /Experience:

    • Coordinating with other operational and project teams
    • Providing team performance reports
    • Creating estimates for Legislative requests and requirements
    • Completing weekly status and time tracking reports.
    • Comply with all DOL methodologies and standards for software development (architectural standards, configuration management, programming standards, testing methodologies, change control, peer reviews) and maintain all project-related documentation within the project's SharePoint repository.
    • Participate in all weekly project status reviews and other meetings as requested by the DOL Project Manager.
    • Experience working on large scale software system implementations
    • Expert level requirements elicitation skills
    • Ability to work on fast paced project with tight deadlines
    • Working knowledge of SQL, cloud technology, and COTS applications
    • Proficiency with technical documentation writing
    • Prefer experience working on enterprise business technology projects
    • The contract resource shall ensure that delivery of services are performed in a professional manner in accordance with, but not limited to the following:
    • Use of sound professional judgment;
    • Work independently to perform the specified services and deliverables;
    • Work cooperatively within new and established project teams and with DOL business and technical staff as required;
    • Provide thorough and complete knowledge transfer to agency staff;
    • Provide timely, accurate and informed communications;
    • Demonstrate the ability to communicate on all aspects of the tasks assigned to multiple levels of stakeholders (ex: technical, managerial, and executive levels);
    • Regularly complete and update task artifacts;
    • Creation of high-quality deliverables;
    • Successful delivery of the agreed-upon task scope;
    • Meet all assignment deadlines;
    • Issues are responded to in an expedient and effective manner;
    • Effective listening skills are demonstrated;
    • Effective written and oral communications convey clear, timely, persuasive messages that positively influence the thoughts and actions of others;
