    OF CONSIDERATION:

    Area 1:
    All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.

    S. citizenship. Area 2:
    All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.

    S. citizenship. Area 3:
    All current and former members of the Connecticut National Guard with U.

    S. citizenship. Area 4:
    All current federal employees from any agency.

    Responsibilities A Recruitment Incentive up to 25% may be paid to a selected applicant who is newly appointed to the federal government in this position (or if appointment to this position follows a temporary appointment, or a break in federal service of at least 90 days); acceptance of this incentive confers a two-year service agreement in this position.

    A biweekly Retention Incentive up to 25% may be paid to the selected applicant of this position, providing that the selectee is eligible and meets the eligibility requirement.

    Employees currently serving a trial period are not eligible for a Retention Incentive, and the employee must have a current rating of record of at least fully successful to be eligible.

    A signed two-year service agreement is required before the Retention Incentive can begin to be paid.

    A Relocation Incentive up to 25% may be paid to the selected applicant if he or she is a current federal employee of the US Federal Government.

    Acceptance of this incentive confers a two-year service agreement in this position.

    This National Guard position is for a CONTRACT SPECIALIST (Title 5), Position Description Number T and is part of the CT 103rd Mission Support Group, National Guard.


    JOB SUMMARY:

    The primary purpose of the position is to ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives.

    The major duties include, but are not limited to:
    Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Oversees the procurement of a wide variety of services, supplies, construction and architect and engineering. Executes post-award contract performance management actions on assigned contracts. Serves as business advisor to a wide range of customers. May serve as the primary or alternate Government Purchase Card (GPC) Agency/Organization Program Coordinator.

    Requirements Conditions of Employment Qualifications EDUCATION REQUIREMENT:
    Minimum education requirement for this position is a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees


    GENERAL EXPERIENCE:

    Must have two years of contracting experience (1102 series or military equivalent) in order to obtain a contracting warrant.

    Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management.

    Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.


    SPECIAL REQUIREMENTS:

    Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience in Contracting at the GS-11 level.

    Experience performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, Experience advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria.

    Experience reviewing procurement requests to assure clarity, adequacy, and completeness. Experience reviewing contract terms and technical specifications to identify any special requirements.


    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services, commodities and/or construction using a wide range of contracting methods and contract types.

    Knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources.

    Knowledge of up-to-date market research procedures.

    Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions.

    Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified services, commodities, and/or construction.

    Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions.

    Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors.

    Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions.

    Knowledge of the GPC program to analyze issues and identify alternative courses of action, modify standard procedures and terms to satisfy requirements, and solve a variety of common problems.

    Knowledge of public speaking and publicity techniques sufficient to plan or conduct training sessions designed to enhance/facilitate the GPC. Knowledge of Contract Regulations to verify contractual documents for compliance and accuracy of terminology. Ability to interpret and clarify regulatory contractual material.

    Knowledge of standard automated systems, non-standard systems, and Web postings that affect the organization's mission execution to review and evaluate of automated systems to determine their overall effectiveness and recommend changes to improve system performance.

    • On 16 October 2023, The Principle Director, Defense Pricing and Contracting and the Office of Federal Procurement Policy signed a Memorandum of Understanding to recognize parity and reciprocity between the Defense Acquisition Workforce Improvement Act (DAWIA) and the Federal Acquisition Institute's Federal Acquisition Certification in Contracting (FAC-C)(Professional).
    Personnel with FAC-C should provide a copy of their certification when applying for positions. Education No subsitution for education of specialized experience.


    FOREIGN EDUCATION:
    Education completed in foreign colleges or universities may be used to meet the requirements.

    You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S.
