    The Program Manager supports the Employee Learning and Development (ELAD), a unit at Pierce College focused on professional development to enhance student engagement, learning, and success.

    The Program Manager builds and maintains partnerships across campus and is the primary contact for adjunct faculty inquiries for professional development.

    This position supervises the faculty relational database and plans, coordinates, and implements all functions required of the activity related to database management.

    The Program Manager will delegate and perform complex administrative duties, including managing and coordinating the department's budgets and providing expertise to the department on fiscal processes.

    They will also compile reports, develop and review written materials, provide targeted communications, and organize, prioritize, and lead/delegate the work of others related to professional development activities/events; this position reports to the Dean for Employee Learning and Development and requires regular and consistent attendance.

    The Program Manager will be responsible for the following but not limited to:


    Faculty Support:
    The primary point of contact for adjunct faculty professional development inquiries and level tracking.

    Leads and processes all full-time and adjunct faculty professional development funds requests.

    Provides information regarding ELAD program activities performing a variety of public relations functions.

    Responds to inquiries regarding procedures and services for faculty.


    Communicates and coordinates with academic units, Human Resources, and campus administrative offices regarding adjunct faculty employee onboarding procedures and policies.


    Collaborates with ELAD and external partners on developing written materials and online resources to support adjunct faculty professional development, as needed.

    Collaborates with and facilitates workshops/professional development for adjunct faculty.

    Collaborates with other ELAD team members to manage and maintain faculty resource guides.

    Database Administration and Data Entry:


    Manages and maintains the faculty relational database (credentialing documents, adjunct faculty leveling, reduction in force units, completed professional development activities, transcripts, etc.).

    Leads and directs data entry and file uploads.

    Regularly performs audits to review entries for accuracy.

    Compiles and produces reports; interprets statistical data, historical activity reports, and other materials in the functional area.

    Establishes and maintains training/professional development records and files about faculty professional development.

    Prepares narrative and statistical reports using spreadsheet and database software to develop and maintain records.


    Tracks and verifies completion of required training to teach online and hybrid courses each quarter, relieving the ELAD Manager of these duties and advising of any inconsistencies.


    Budget Management and Coordination:
    Manages and coordinates all ELAD and eLearning budgets, including operational and fee accounts.

    Analyzes expenditures and revenues, reconciles and tracks, initiates action on unusual activity, and recommends corrective actions.

    Creates purchase requisitions, voucher distributions, travel expense vouchers, invoices, and third-party billing.

    Supervises purchasing for the department.

    Coordinates the calculation of annual salaries and benefits for ELAD-eLearning staff (admin exempt and classified).

    Participates in the annual budget process by formulating projections, expenditures, revenue, and salary/benefit changes.

    Leads the development and maintenance of materials used for future requests as part of the annual budget process.


    Provides guidance and training to the department on budget, policies, and procedures related to budget, relative District financial initiatives, and WA State laws.


    Communications & Relations:
    Builds and maintains partnerships across the District, liaising between faculty, staff, and administration.

    Fosters effective communication strategies and systems regarding professional development opportunities for faculty. And staff

    Builds and manages the ELAD professional development calendar with the guidance and support of the ELAD dean and directors

    Oversees unified communication channels for professional development resources, including systematic and written correspondence.


    Supervision:
    Supervises Administrative Assistant 3.


    Interviews and hires applicants, trains new employees, assigns and schedules work, acts upon leave requests, conducts annual performance evaluations, and recommends necessary disciplinary actions.

    Provides individual skill development and knowledge opportunities through training, coaching, and meaningful and timely evaluation.

    Focuses employees' attention on their contributions to the District's attainment of its vision, mission, and values.


    Information Gathering:
    Completes specific web-based and print-based research tasks as assigned.


    Reviews publications for articles or reports on the subject matter of particular interest, obtains copies, and maintains files of such information.

    Compiles and distributes information about program activities and confers with other campus departments and outside agencies.

    Stays abreast of best practices with adjunct faculty by engaging in regular professional development via webinars, conferences, workshops, etc.

    Education Required

    An associate's degree in Education, Human Services, Social Sciences, or a related field

    OR:
    Equivalent education and experience; additional administrative or supervisory experience may substitute, year-for-year, for educational requirements.

    Experience Required

    Experience working with financial data.

    Experience in data entry, creating/formatting documents and correspondence, proofreading, and meeting deadlines.

    Excellent English grammar, spelling, punctuation, and business communication skills.

    Special Requirements

    The successful candidate must consent to and pass a criminal background check after a conditional offer of employment.
