    The

    Utilities Engineering Division Manager

    will be an important part of a collaborative Public Works management team. The successful candidate will be engaging and pro-active in leadership, within the Division as well as the Department.

    ROLE & RESPONSIBILITIES

    With your understanding of leadership principles, utilities, and the ability to assess problems and seek innovative solutions, your primary responsibilities will be:
    Strategic Planning of Utilities city-wide. Development and implementation of performance measures to demonstrate progress toward goals and objectives. Gathers, interprets, and prepares data. Develops studies, reports and recommendations. Coordinates activities with other divisions, departments, community organizations, advisory boards and community members.

    Communicates to commissions, council committees, and the City Council for:

    Water System Plan

    General Wastewater Plan Citywide Watershed Plan Implementation of the NPDES Municipal Stormwater Permit Regional Stormwater Facilities Plan Comprehensive Flood Hazard Management Plan Critical Aquifer Recharge Area Protection

    Establishment of engineering standards including:
    Water & Wastewater Design Requirements Stormwater Technical Notebook Standard Plans & Specifications

    Interpretation of codes, standards, and engineering analysis to implement system plans. Consideration of the unique challenges of private development and capital projects within a densifying urban setting.

    Assessment of existing infrastructure conditions, and system planning goals to support development and implementation of capital improvement program for water, wastewater, stormwater, and surface water.

    Coordination with solid waste and recycling contracts, public education and support. Natural resource protection, including stream, habitat, groundwater and implementation of the Environmental Sustainability Action Plan. Maintenance and inspection of natural resource areas. Coordination with the Maintenance Operations Center for maintenance and inspection of water, wastewater, and stormwater infrastructure.

    Inspection of businesses and private stormwater infrastructure to ensure source control of hazardous materials, protection of natural resources, and efficacy of stormwater management facilities.


    Knowledge of:
    Applicable Civil Engineering principles, practices, and techniques; technical aspects of municipal engineering; and applicable laws, codes, policies and procedures.

    Technical knowledge of water, wastewater, stormwater management, floodplain management, streams and surface water habitat, groundwater supply and wellhead protection, solid waste and recycling.

    Budget and personnel management practices and principles in a municipal government environment.

    Policy and program development and implementation; use of independent judgment and effective decision making in the application of laws and codes related to land use and private development; planning, design and construction; employee supervision, organization and coordination of work programs; and effective problem solving.

    Principles and practices of municipal administration. Municipal policies, laws, and regulations affecting public works operations, capital development, and public utilities. Supervisory and management techniques.


    QUALIFICATIONS
    Education and Experience
    Bachelor's degree in civil engineering or related field and eight to ten years professional engineering experience, including three to five years of progressively responsible professional engineering experience, including supervisory and project management
    Licenses and Certificates

    Registration as a Professional Engineer by the State of Washington required Valid Washington State Driver's License and a driving record that meets City standards; remain insurable by the City This position is currently non-represented.
