    The Human Services team Senior Consultant will work on a range of projects related to helping states design and calculate optimal purchasing strategies. Government is a large purchaser of human services. Our strategic purchasing team develops payment rates across the continuum of care for various human services. We work with human services agencies to understand available services and program goals and develop program rates and methodologies that support desired outcomes. We also help agencies to identify federal funding support and calculate reimbursement rates.

    This role will focus on strategic purchasing projects (including cost reporting and rate setting projects); however, duties will include supporting and managing projects with: quantitative and qualitative analysis, program design and documentation, writing a range of documents (e.g., client reports, PowerPoint presentations, project plans, policies and procedures, and proposals), and communicating with a wide range of audiences, both clients and internal to PCG. The senior consultant will work in a deadline-oriented, fast-paced environment, and will need to be able to work effectively both in teams and independently.

    While the senior consultant will focus primarily on managing child and family services projects, the candidate will also gain experience across a range of human services projects (e.g., aging and disability, behavioral health, childcare, child welfare and early education/intervention). The senior consultant will typically serve as the project manager, subject matter expert, and/or lead analyst on several projects and business development initiatives. The ideal candidate excels in the collection of cost data and other information from providers, the analysis and manipulation of large datasets, and in working with our clients to define and document service requirements. The senior consultant should have a passion for doing high-quality work, continuously learning and improving, effectively analyzing cost data, consistently developing data and rate calculation methodologies and regularly exceeding leadership's and clients' expectations.

    Responsibilities

    Specific Responsibilities

    Managing projects independently and assisting PCG Human Services team members and staff in completing various tasks and projects primarily related to PCG's rate setting and payment reform initiatives, including for federal entitlement programs like Medicaid and Title IV-E

    Conducting financial and data analysis using Excel, Access and/or SQL, including reviews of financial cost reports and time study data

    Serving as primary contact to clients for several PCG projects

    Understanding and evaluating current rate setting methodologies

    Analyzing and interpreting federal and state laws and regulations

    Understanding program requirements and associated costs

    Acting as an advisor to our clients on best practices, both programmatically and in rate development

    Participating in both internal and client discussions

    Researching complex topics using a range of sources

    Preparing written reports and materials for managers and clients (e.g., deliverables, policy summaries, status reports and invoices)

    Ability to travel approximately 25-50%

    Ability to work additional hours as needed

    Required Experience

    15+ years of relevant work experience with government and/or nonprofit finance office, accounting firm, consulting firm, Medicaid or other policy office

    Bachelor's degree required, master's or other graduate degree preferred, preferably with majors or concentrations in public administration, finance, accounting, business management, or another relevant field of study

    Experience in financial analysis and rate calculations that rely on sound principles in accounting and statistics

    Compensation

    Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience.As required by applicable law, PCG provides the following reasonable range of compensation for this role: $100,000 - $110,000.
