    "The DLO is the single designated VA employee who has oversight responsibility for all health professions training at a VA medical facility.


    The DLO is responsible for establishing, maintaining, and evaluating the quality of health professions training programs and the quality of care delivered by trainees at the VA facility.

    The position provides direction and oversight of the HPE service and education support for a full spectrum of paid and without compensation (WOC) HPTs and others associated with a complex healthcare system, which includes employees, upper-level facility management, affiliate schools, and HPTs.

    HPT academic levels include undergraduate, graduate, and post-graduate students, externs, interns, residents, fellows, and VA advanced fellows; and pre- and post-doctoral fellows.

    The DLO is a physician with leadership experience involving clinical, educational, and administrative responsibilities in medical care and education. Experience and familiarity with accreditation standards, financing, policy, and evaluation are required.


    The DLO has superior skills in administering and managing training programs, in communicating with diverse audiences, and in writing clearly and effectively.

    Strong analytic skills are required and comfort with applied statistics is encouraged.

    The incumbent has experience in academic training settings, such as VA, its academic affiliates, and/or in professional organizations pertinent to academic affiliations, accreditation, and training.

    The DEO will be expected to establish a high level of credibility with clinical and educational leadership throughout the VHA and the academic community.

    Personal characteristics include self-direction, project organization, and interpersonal effectiveness.

    Job Requirements


    Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.

    The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

    Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.


    Residency Training:
    Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification

    (NOTE:

    VA physicians involved in academic training programs may be required to be board certified for faculty status.)

    Approved residencies are:
    (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
    [(2) Those approved by the American Osteopathic Association (AOA),OR
    (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.

    Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs).

    PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis.

    PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision.

    Additionally, surgery residents in gap years may also be appointed as PRPs.
    Proficiency in spoken and written English.
    Practice Description

    Duties include but not limited to:
    Advocating for adequate resources for the HPE functions at the VA medical facility and possibly VISN levels.
    Allocating payments for accreditation and match service fees for programs accredited in the name of VA.
    Allocating payments required by educational cost contracts with affiliates.

    Ensuring proper accreditation is maintained and verified for all programs, including both those accredited in the name of VA and those affiliated training programs or consortiums through which HPTs rotate to the VA.

    Establishing and implementing local procedures as directed by OAA national policies (e.g., monitoring resident supervision).
    Reporting affiliation and health professions trainee challenges promptly to facility leadership, VISN Director as appropriate, and OAA staff.
