    Anticipated starting salary: $66,560 - $79,040 annually, dependent upon qualifications plus a comprehensive benefits package to include membership in the Arizona State Retirement System.

    Under the general direction of the Public Works Director, manages, supervises, and coordinates the programs and activities of the Fleet Operations Division, which encompasses all light vehicles (cars and trucks under one ton) within the county.

    Essential Functions

    (Illustrative Only) Participates in the development and the implementation of the goals, objectives and policies of the Fleet Operations Division. Supervises division services, activities, projects and priorities; performs financial analysis and drafts budget for operational needs to meet work plan goals; responsible for the planning and implementation of a cost-effective vehicle replacement program; plans, directs and oversees the selection, supervision, assessment, and development of fleet operations staff. Coordinates and implements the establishment of quality control guidelines and monitors performance standards. Works closely with Risk Management and the department management team to ensure consistent and conscious safe work practices. Assists county department liaisons, the Board of Supervisors, and outside agencies - may include meetings, correspondence, presentations, and reports; works closely with representatives of the industry to provide effective services. Fully responsible for compliance with all applicable, state and federal health and safety regulations and environmental requirements.

    SUPERVISORY RESPONSIBILITIES: Performs supervisory duties and responsibilities in accordance with county and departmental policies, and all applicable state and federal laws. Manages subordinate fleet supervisors. Additional responsibilities include but are not limited to interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
    Minimum Qualifications

    Bachelor's degree in public or business administration or related field from a regionally accredited institution of higher learning recognized by the US Department of Education; ten (10) years of experience related to fleet management as a service manager in a medium to large sized dealership or shop environment, five (5) years of which were in a supervisory capacity. Must possess or maintain an Occupational Safety and Health Administration (OSHA) 30-hour Construction Supervisor Safety Certification within six (6) months of hire. Must possess and maintain a valid Arizona driver's license and have the ability to be covered by county insurance.

    An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
    Knowledge, Skills & Abilities

    Considerable knowledge of:
    - vehicle maintenance programs and strategies;
    • operation of fleet maintenance software programs to meet maintenance and replacement strategies;
    • management systems for control of light fleet asset inventories as well as inventories for parts and supplies;
    • principles and practices of centralized public sector purchasing procedures;
    • budget development and maintenance;
    Working knowledge of:
    • cost/managerial accounting;
    • computer programs related to work planning and documentation;
    • office procedures;
    • county personnel procedures;
    • county procurement procedures;
    • county Vehicle Use Policy.
    Demonstrated skill in:
    • recommending and implementing fleet operations goals, objectives;
    • directing, delegating and coordinating the work of staff to achieve goals and objectives;
    - employee selection, supervision, training, and evaluation;
    • interpreting and explaining Fleet Division, Public Works Department and County policies and procedures;
    • researching, analyzing, and evaluating new service delivery methods, procedures, and techniques.
    Ability to:
    - prepare and analyze routine and specialized reports, including budgetary, operational, and personnel documentation;
    • apply mathematical concepts;
    • interpret an extensive variety and amount of technical instructions in mathematical or diagram form and deal with abstract and concrete variables;
    • follow verbal and written direction and instruction;
    • read, write and speak English
    - communicate effectively verbally and in writing;
    - research, develop and write specifications for the purchase of vehicles.

    WORK ENVIRONMENT: Work is primarily performed under general supervision. Incumbent generally performs work in a typical office with appropriate climate controls or a shop setting with a loud noise level. Includes exposure to mechanical and chemical hazards.

    PHYSICAL REQUIREMENTS:
    Essential functions of this position require: lifting, manual dexterity, fine and large motor skills, ability to communicate.
    Medium work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting only occasionally, walking and standing are required regularly, incumbents may be required to kneel, crouch/squat, crawl, climb, stoop, turn/twist, balance, reach, or handle
