    Job DescriptionTitle: Director, Clinical Services - LCPC/ LCSW

    Location: Fully on-site, with movement between locations required

    Shift: Monday to Friday (8:00am to 4:30pm) provides support on-call 24/7

    Essential Functions:

    Day-to-Day Operations

    • Oversees all clinical operations and therapeutic interventions at all Safety programs, as assigned by the Managing Director of Supportive Services.
    • Has an active presence at all assigned programs on a rotating basis, and is not eligible for remote work.
    • Has an understanding of, and familiarity with, all aspects of program operations, such as program design, outcome measures, structure, funding, staff responsibilities, and program leadership.
    • Works collaboratively with program and organization leadership to provide direction, training, and oversight of all therapeutic services provided by the assigned programs.
    • Has familiarity with, and knowledge of clinical care protocols suited to each program and population served.

    Quality Assurance

    • Participates in clinical staff and intern selection, including interviewing, screening, supervisor assignments, onboarding, and transitions.
    • Is responsible for oversight of staff performance, including mentorship, coaching, and progressive disciplinary actions as needed, consistent with the organization's policies and standards.
    • Ensures department-wide timely and quality completion of all participant records.
    • Provides on-call 24/7 coverage for clinical crises/consultations/risk and safety assessments/hospitalizations.
    • Supports the Clinical Supervisor or assigned clinical staff in the coordination and oversight of psychiatric services and specialized mental health services provided to participants in care, including clinical supervisor on-call rotations.
    • Coordinates and leads departmental meetings as assigned.
    • Addresses complaints and resolves problems for both employees and program participants. Participates in quality assurance and auditing initiatives.
    • Develops and maintains professional relationships with appropriate groups/organizations, as they relate to advancing policy and/or positioning of clinical services within YRS.
    • Conducts Agency or Division-sponsored internal and external training as requested.
    • Provide training to clinical staff (clinical as well as job-related practical).

    Strategic Planning

    • Develop long-range plans, periodic assessment reports, and other strategies in conjunction with staff and review by the Managing Director of Supportive Services and Senior Leadership of SAFEty.
    • Adheres to professional standards as outlined by governmental bodies, American Psychological Association (APA), the National Association of Social Workers (NASW), the Illinois Alcohol and Addictions Certification Board (IAACB), and private funding sources.
    • Assists in the development of organizational plans/policies related to professional standards.
    • Provides periodic evaluative reviews and/or in-house and external staff training to ensure that staff understand and continue to adhere to such standards.
    • Initiates requests for assistance or guidance from the Supervisor to address new issues or complex concepts affecting adherence to professional standards.
    • Creates and monitors implementation of group and other psycho-educational curricula and other therapeutic curricula as appropriate to the therapeutic needs of each program sub-population.
    • Addresses complaints and resolves problems for both employees and program participants. Other duties may be assigned.

    Supervisory Responsibilities

    The following positions will be directly reporting to the Director of Clinical Services: Associate Director of Clinical, Clinical Supervisors, and Clinicians (MHPC).

    • Has oversight of all Clinical Supervisors and their supervisees, as assigned by Senior Leadership. Has direct supervision of clinical staff when assigned, including support and supervision of master-level staff working toward advanced licensing, by the organization's policies and applicable laws.
    • Ensures all licensing and agency standards are being met in the area of Clinical/mental health services.
    • Ensures staff compliance with organizational policies, and practices, as well as Organization and profession's standards of ethics.
    • Ensures the facilitation of effective Multidisciplinary Staffing and additional team approaches to participant care.
    • Engages in Strategic Planning and Implementation related to clinical services or the Organization, as assigned.
    • Assists SAFEty Initiatives to develop and incorporate evidence-based and promising practices across Safety Initiative programs. Engages in project management and oversight, as assigned.
    • Ensures program quality related to clinical operations across Safety Initiatives, including the development and review of outcome measures. Develops, facilitates, and oversees the training of clinical staff in evidence-based or promising practices in the provision of direct clinical services.
    • Develops, implements, and adopts the use of evidence-based curricula for Social Emotional Learning and Counseling Psychotherapy groups, including oversight of all related staff training.
    • Assists the Director of Clinical Services in the development of participant care protocols and standard operating procedures as assigned. Assists the Director of Clinical Services in the coordination of external partnerships or affiliated partnerships associated with clinical research, program quality, or training and development. Models and promotes collaborative engagement within and across the Organization.
    • Appropriately manages all external relationships, such as universities, vendors, grantors, and others. Model Heartland Alliance Leadership Qualities or 4Rs (Responsible, Reliable, Relational, and Respectful)

    Education and/or Experience:

    • Master's degree in social work (MSW) or MA in Clinical or Counseling fields and above.
    • Minimum four (4) years of clinical and supervisory experience.

    Certifications/Licenses:

    • Licensed Clinical Social Worker (LCSW), Licensed Clinical Professional Counselor, or Clinical Psychologist Degree required.

    Knowledge/Skills/Abilities (K/S/A):

    • Bilingual language skills. Fluency in English and either Spanish or another language. Ability to read, analyze, and interpret professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, participants, funders, and the general public.
    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
    • Ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations.
    • Ability to solve practical problems and deal with a variety of concrete variables and situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
    • Excellent communication skills. Strong networker, convener, relationship builder, and communicator with experience collaborating with diverse work teams and stakeholders.
    • Demonstrated ability to handle confidential and sensitive information possessing skills to handle situations professionally and diplomatically.
    • A high degree of collaboration and emotional intelligence, self-motivation, and analytical ability.
    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
    • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
    • Ability to work independently and remain self-motivated with minimal direct supervision.
    • Strategic thought partnership and consultancy skills.

    Work Arrangement: This role is not eligible for remote work. All hours will be worked in person.

    Work Environment:

    • The employee may be required to remain on Organization premises during breaks and/or meal periods.
    • The noise level in the work environment is usually moderate.
    • Each program site operates on a 24/7 basis, 365 days per year. To meet both the needs of our participants and contractual obligations, employees are required to be flexible regarding scheduling and work location.
    • Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.

    Physical Demands:

    • While performing the duties of this job, the employee is regularly required to talk and hear.
    • The employee is regularly required to sit, stand, and walk.
    • The employee must be able to stoop, kneel, and/or crawl.
    • The employee is regularly required to use their hands to key, handle, or feel and reach with hands and arms.
    • The employee must occasionally lift and/or move up to 25 pounds.
    • The employee must have unrestricted ability to provide physical restraint.
    • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
