Job description

Responsible for the facilitation of internal and external process and communication improvements while successfully negotiating the coordination and relocation of utility facilities to accommodate completion of construction projects on time and within budget; manage the City of Denton's Right-of-Way (ROW) permitting process.
ESSENTIAL FUNCTIONS

DUTIES
Coordinate City of Denton (City) construction projects between internal and external stakeholders, including but not limited to, Water, Wastewater, Streets, Drainage, Bike Lanes, DME, Parks, and franchise utility companies.
Act as liaison between City departments and utility owner(s) to coordinate planning for and facilitation of status updates for upcoming construction projects.
Serve as the single point of contact between City representatives and all utility owners, scheduling regular coordination meetings to facilitate plan reviews at key project milestones and mutual understanding of project schedules and constraints.
Create and maintain a tracking system, monitoring and reporting on identified utility relocations and identifying potential utility conflicts.Manage active contact list for all ROW stakeholders and coordinate with the ROW permitting process.
Interpret plans and assist with project schedule developments to anticipate conflicts and resolutions.
Prepare and/or review Utility Colocation Agreements, Joint Use Agreements, and record As-Built Drawings; make adjustment recommendations and confer with Legal, as appropriate.
Issue and assign permits within the Public Works Inspection division.Responsible for the review, implementation, and enforcement of ROW Construction Management Ordinance, Franchise Agreements, Wireless License Agreements, Interlocal Agreements, ROW Use Agreements, Surety Bond Form, and similar documents.
Assist internal and external stakeholders with information about the status of capital infrastructure construction and any project concerns.Interpret and analyze items for contractors, including but not limited to, project plans and specifications, reference standards, and shop drawing submittals, as needed.
Communicate with internal and external stakeholders to ensure ROW activities do not pose a conflict for City events.Supervisory/Budget Responsibilities

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS
Bachelor's Degree from an accredited college or university in Engineering, Construction Management, Business Administration, or related field; and,
Five (5) years' experience in construction management, utility coordination, right-of-way management, or related field;
OR
Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations.
Knowledge of Franchise Utility operating standards.
Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
Knowledge of utility products, construction details, relevant rules, and quality standards.
Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
Skill in moderate problem solving; identifying moderate-to-complex problems and reviewing related information to develop and evaluate options and implement solutions.
Skill at the intermediate level, working with Microsoft Office 365 products, and other software systems to complete work.Skill in providing exceptional service to internal and external customers.
Skill in interpersonal relationships, including using tact, patience, and courtesy.
Ability to work independently and/or with team environments while handling multiple tasks and changing priorities with attention to detail.
Ability to establish and maintain effective interpersonal relationships.
Ability to handle difficult and stressful situations with professional composure and confidentiality.
Ability to communicate effectively, both in oral and written forms, for the needs of the audience.
Ability to support controversial positions, negotiation of sensitive issues and/or presentations with internal and external stakeholders.
Ability to develop, understand, interpret, and apply rules, policies, procedures, and operations.
CONDITIONS OF EMPLOYMENT
Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law).
Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification.
SAFETY
Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.

Standard office equipment, including computer and peripherals.
Posture:
Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
Motion:
Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
Lifting:
Lifting no more than 20 pounds and carrying up to 10 pounds.
Environment:
Works in an office setting; occasionally requires irregular and/or prolonged hours.
Travel:
Travels to City of Denton buildings and professional meetings as required.
Attendance:
Regular and punctual attendance at the worksite is required for this position.
Mental Demands:
Maintains emotional control under stress; works with frequent interruptions.
