The Planning & Development Specialist is a hybrid role that combines administrative expertise with technical support in planning and economic development. This position assists in reviewing planning applications, preparing economic data and reports, and supporting Planning Commission operations. The role also includes ongoing administrative responsibilities, such as budget coordination, permitting support, records management, and customer service. This position plays a vital part in improving department efficiency, delivering accurate planning support, and assisting with development strategies for the City.

Economic Development Assistance

• Conducts research on demographics, real estate trends, and local economic indicators.
• Compiles data, charts, and maps to support business recruitment, retention, and strategic planning.
• Prepares supporting materials and summaries for grant applications and economic initiatives.
• Assists the Director with economic reports, policy development, and outreach efforts.

Planning Support

• Reviews development applications for completeness and assists in planning case preparation.
• Supports the GIS Analyst/Planner I role with technical analysis, research, and long-range planning projects.
• Assists in drafting staff reports, public notices, meeting agendas, and presentations.
• Manages the minutes and proceedings during Planning Commission Meetings, scans and copies required documents post-meeting for applicants and city staff
• Attend Planning Commission Meetings (typically 2 per month)
• Assist GIS Analyst/Planner Istaff with Planning Commission Agendas, Schedules, and Packets for dissemination

Administrative Support

• Maintains digital and physical records for planning and permitting, ensuring data accuracy.
• Coordinates meeting logistics, calendars, and correspondence for the department.
• Facilitates the affairs of the Director of Planning & Economic Development, and ensures all administrative staff's workflow runs smoothly, and the overall goals and objectives of the Department are met.

Permitting & Customer Service

• Offers information to the public about planning procedures.
• Serves as a secondary contact for zoning inquiries and code-related issues.
• Responsible for public requests for planning and permits data, and FOIA requests related to Planning and Permits

Education & Experience:

• Bachelor's in urban planning, geography, economics, business, or related field required.
• Minimum of 3 years' experience in planning, permitting, administration, or economic development support, or a Masters Degree in a related field
• Equivalent combinations of education and experience will be considered.

Certifications (Preferred):

• Technical coursework or certifications in planning, GIS, or data analysis preferred.
