The City of Burlington is seeking a licensed Professional Engineer to provide leadership in transportation engineering, traffic signal operations, and roadway safety initiatives to support efficient and reliable traffic system.

About Us

The City of Burlington's Transportation Department is responsible for overseeing Transportation Planning, Traffic Engineering, Computerized Signals, Traffic Signal Maintenance, Traffic Signs and Marking and Link Transit.

What You Will Do

As a BDOT Division Manager, this employee will provide leadership and direction to the Traffic System Supervisor that manages the Traffic Signals Maintenance staff and the Signs and Pavement Marking personnel.

The City recently completed a system wide upgrade to the outdated computerized traffic signal system in partnership with NCDOT.

The Transportation Engineering and Operations Manager will have direct contact with citizens, City Council and appointed boards, business leaders, and community leaders.

This position requires a Professional Engineering License in the State of North Carolina because work responsibilities under this position directly affect the public safety and welfare of our citizens.

You will be responsible for continually monitoring the transportation system and identifying transportation improvement needs to ensure the transportation projects are compatible with the development and vision of the City.

This employee will lead staff and complete major projects and participate in the department budget process. They will work with the public on sensitive issues requiring good judgment, firmness and tact.

Work will be performed under the general supervision of the Director of Transportation and will represent the Department and Director as needed.

Base salary and compensation are negotiable based on experience and qualifications.

The position career salary range currently is $81,473.60 to $130, The City offers a comprehensive benefits package including a supplemental 401k program.

Examples of Duties

Traffic Signal Division Leadership

Oversees daily operations, including signal maintenance, street lighting programs, and managing the Traffic Control Center.
Supervises Traffic Operations personnel, Signal Supervisor, and Signal Technicians.
Manages the division's budget, including Municipal Agreements with NCDOT.
Advises the City's Traffic Commission and administers the City Traffic Calming Policy.


System Optimization and Coordination:
Operates and optimizes computerized signal systems through timing adjustments, software programming, congestion management, and system integration (e.g., flashers, preemption).
Coordinates projects with city agencies, local utilities, NCDOT, contractors, and businesses.
Reviews Transportation Impact Analyses (TIA) and provides transportation guidance for rezoning processes and site plan developments.


Signage and Markings Oversight:
Manages Signs and Markings operations, addressing citizen complaints or requests for new signage due to safety concerns.
Ensures timely response to public concerns, contractor needs, and interagency collaboration.


Project and Policy Management:
Participates in citywide infrastructure and improvement projects, representing BDOT on project teams.
Leads transportation projects such as emergency vehicle preemption systems, video-to-access channel integration, and school flasher installations.


Public Engagement and Flexibility:
Maintains strong relationships with the public, contractors, NCDOT, and City personnel.
Prepares presentations, responds to complaints, and ensures effective communication.
Adapts to work schedules that include weather events, holiday traffic, and after-hours attendance.


Related Duties:
Performs additional responsibilities as needed to support the Traffic Signal Division's goals and objectives.

Qualifications

Expertise in Traffic Signal Operations and Design:
Proficient in the principles and practices of traffic signal operations, maintenance, signs, markings, and street lighting.
Skilled in modern transportation engineering techniques for traffic signal studies and design.
Experienced in managing a Traffic Signal Control Center, special traffic events, and supervising traffic operations personnel.


Technical Proficiency:
Competent in reviewing signal designs, signal systems, and street lighting plans with a focus on accuracy and compliance.

Strong knowledge of NCDOT specifications, the MUTCD, traffic signal analysis software (SYNCHRO, HCS), and the NCDOT Manual of Uniform Traffic Studies.

Skilled in maintaining traffic system databases, intersection maps, drawings, and citywide transportation infrastructure charts.


Collaborative Problem-Solving:
Ability to interpret complex engineering plans and provide technical guidance on roadway, bike, pedestrian, and greenway improvements.

Facilitates coordination with NCDOT, the MPO, city staff, contractors, and property owners on rezoning processes, site plans, and travel demand models.

Represents BDOT on the Technical Review Committee (TRC) and infrastructure project teams.


Public Engagement and Communication:
Experienced in responding to citizen and public official requests promptly and professionally.
Effective at presenting clear, concise reports and solutions, both orally and in writing.
Provides staff support and manages the City Neighborhood Traffic Calming Policy and Traffic Commission.


Adaptability and Leadership:
Oversees the annual traffic count program and ensures coordination with data needs for the MPO and NCDOT.
Adapts to dynamic schedules, including weather events, holiday traffic, and after-hours requirements.
Ensures timely responses to public complaints, fostering positive relationships with stakeholders.


Minimum Qualifications:
Bachelor's degree in civil engineering or similar field.

A minimum of 4 years of related experience with transportation engineering and/or traffic signal system operations is preferred for this leadership position.

Valid North Carolina Driver License


Special Requirement:
NC License as a Professional Engineer (PE) or ability to obtain within 1 year of employment.

Physical Requirements And Working Conditions

Work in this class is described as light using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks.

Work typically involves the ability to physically perform the basic life operational functions of fingering, grasping, feeling, talking, hearing and repetitive motions.

Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading.

Working conditions include both inside and outside environmental conditions.
