    JOB SUMMARY:
    Chief Nursing Officer(CNO)
    is responsible for planning, directing, implementing and improving quality within Nursing and the Milieu.

    Administrative responsibilities are planning, budgeting, managing, and evaluating the work and resources of the Nursing services and providing support to the Milieu.

    The CNO also collects and analyzes statistical data and provides reports to the Chief Executive Officer and Leadership Committee. Receives clinical direction and supervisor from the Medical Director.

    • Demonstrates proficiency in maintaining Nursing/Youth Care department in compliance with JCAHO Standards, standards of Child and Adolescent Psychiatric Nursing and Mental Health Practice, and other regulating bodies.
    • Demonstrates proficiency in scheduling, leading directing, and supervising the Nursing staff. Develops and maintains staffing patterns for Nursing according to safety needs, State regulations, budgetary guidelines, and supervisory needs of residents. Demonstrates proficiency in recruiting, interviewing and recommending appointments of qualified, competent nursing staff.
    • Demonstrates proficiency in coordinating and integrating Nursing activities with other departments/ disciplines.
    • Demonstrates proficiency in formulating departmental policies, with input from Nursing and other departments, and in accordance with regulatory standards. (Obtains approval by the Chief Executive Officer) review/revise Nursing policies on an annual basis, or when changes need to be made to meet standards.
    • Demonstrates proficiency in developing and maintaining staffing patterns for Nursing according to safety needs, state regulations, budgetary guidelines, and Supervisory needs of residents. Responsible for maintains adequate staffing.
    • Assures current competency of Nursing staff through specific examinations, direct observation, staff training, periodic evaluations, peer and self-reviews. Develops and implements quality improvement measures for nursing that improve treatment and expedite positive resident outcomes.
    • Performs ongoing reviews of Nursing procedures, i.e., admissions, discharges, passes, transfer of residents based on physician orders, administering of medications, infection control, accurate count of controlled medications, E-box, and incident reports. Assists with procedures, assessments, physical exams and scheduling of appointments.
    • Maintains a professional and productive work atmosphere by interacting and communicating in a manner that promotes cooperation and teamwork with coworkers in all disciplines, supervisors, residents, guardians and visitors. Establishes contact with the Chief Executive Officer physicians, case management, therapist, youth care staff and residents to assist in planning the resident's care.
    • Accurately communicates and records changes in resident's behavior to charge nurse, physician, therapist and other appropriate personnel. Provides consultation for the Nursing Service area and back up direct care support as needed on a twenty-four-hour basis, seven days a week.
    • Demonstrates proficiency in utilizing the nursing process and interdisciplinary work groups to assess needs of residents, formulate interventions, and analyze effectiveness.
    • Demonstrates proficiency in developing and submitting accurate and timely statistical reports for leadership.
    • Participates in annual planning and makes recommendations for service areas budget allocations to include staffing, equipment and competency.
    • Attends continuing education seminars, conventions, and college classes to enhance professional knowledge, growth, and competency.
    • Demonstrates proficiency in actively participating in Professional Staff Committees, represents nursing needs/issues, supports clinical strategies of other service areas.
    • Demonstrates proficiency in engaging in routine self-performance evaluation. Solicits feedback from peers, subordinates, other service areas, and supervisors.
    • Demonstrates the ability to maintain a positive work atmosphere by behaving and communicating in a manner that promotes cooperation and teamwork with co-workers, supervisors, patients and visitors.
    • Demonstrates the ability to adhere to the organization's policies/procedures and code of ethics.
    • Demonstrates the ability to maintain a safe work environment by following safety practices within the center and immediately reporting any safety concerns/issues.
    • Demonstrates proficiency in correctly preparing and administering medications.
    • Demonstrates proficiency in following policies and procedures regarding resident rights, confidentiality, and privacy.
    • Demonstrates proficiency in accurately completing client records in a timely and legible manner.
    • Demonstrates proficiency in providing detailed information about procedures or treatment to family or other care givers.
    • Demonstrates proficiency in understanding and respecting cultural and religious beliefs of residents.
    • Demonstrates proficiency in educating residents and their families/guardians on nutrition habits, potential food/drug interactions, medication usage, discharge planning and instruction, and necessary equipment usage, and safety.
    • Demonstrates proficiency in properly using special treatment procedure according to organization's philosophy, policies, and procedures.
    • Demonstrates proficiency in recognizing and reporting suspected abuse and neglect according to policy, procedures and the law.
    • Demonstrates proficiency in explaining procedures and events in terms understood by residents.
    • Demonstrates proficiency when interacting with residents based on their developmental ages.
    • Demonstrates proficiency in adhering to infection control policies and procedures.
    • In absence of CEO, maintains administrative oversight of the facility/programs.
    • Demonstrates proficiency in performing other duties as assigned by the CEO.

    WORKDAYS/


    HOURS:
    Work hours to meet the needs of the Nursing and Psych Tech departments. May work weekends and evenings to provide continuity of communication or assist in crisis situations. The CNO must be able to flex schedule to meet Milieu needs.


    Education and/or Experience:


    • Graduate of an accredited school of nursing with licensure in good standing.
    • Two years of Psychiatric clinical experience with children and adolescents(preferred); and nursing management and/or supervision experience.
    • Master's degree in nursing or related health care field preferred.
    • Current certification in cardiopulmonary resuscitation.
    • Knowledge of psychiatric/clinical nursing principles and application, with demonstrated ability to teach the same.
    • Demonstrates effective leadership and resourceful management qualities.
    • Demonstrates excellent negotiating and counseling techniques.
    • Ability to be flexible, positive and cooperative in working with Leadership, staff, patients and visitors.
    • Concise, clear articulate command of both written and spoken word, and ability to teach the same.
    • Demonstrates ability to multiple tasks by physically performing duties as staff nurse and Director of Nursing when needed.
    • Manifest in- depth knowledge of child/adolescent growth and development and an understanding of the range of treatment provided by the center, and ability to teach the same.
    • Ability to work independently with minimal supervision.

    REASONING ABILITY
    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    PHYSICAL DEMANDS

    While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.

    The employee must occasionally lift and/or move a minimum of 50 pounds.

    Specific vision abilities required by this job include close, distant, and peripheral vision, color and depth perception, and ability to adjust focus.

    The employee may occasionally be required to physically restrain clients, using authorized restraint procedures as a last resort for protection of client and staff.


    WORK ENVIRONMENT
    The work environment for this position is a residential facility setting.

    While performing the duties of this job, the employee will be exposed to clients who may ask inappropriate personal questions, display socially unacceptable personal behaviors, use profanity and sexually explicit phrases, make insulting remarks or threats regarding appearance, age, sex, or race, and exhibit defiance, dishonesty, and assaultive or self-destructive behaviors.

    The employee is occasionally exposed to outside weather conditions and may be subject to occasional local travel as required by facility needs.

    The noise level in the work environment is usually quiet to moderate.
