  • Position Responsibilities and Overview: This position is responsible for the licensing, installation and maintenance of radios and other wireless technology, which include all of the Department's base and mobile radios in state trucks, cars, ferries, movable bridges, operations dispatch centers, and operations repeater systems. In addition, the Federal Communications Commission (FCC) designates AASHTO (American Association of State Highway Transportation Officials) as the National Frequency Coordinator, and in turn requires each State DOT to have a frequency coordinator. The frequency coordinators are responsible for statewide frequency management including the review of local or regional license applications and making recommendations for fee assessments (to recoup costs of necessary staff/support coordination services, system maintenance, etc.). Effective radio frequency coordination and its conformance to FCC regulations apply to all local, state and federal agencies (including but not limited to transportation, police and fire departments). Proper functioning of frequency coordination is essential to communications interoperability and is therefore a leading part of Homeland Security and Emergency Management objectives to improve crisis communications (as identified by the 9/11 Commission due to the communications failures that occurred). The position assists across mutli State agencies and local governments who are currently on the CTS radio system and rely on radio and wireless communications during severe weather events, security threats as well as daily operations. The workload continues to increase due to the ongoing growth of Intelligent Transportation Systems and vehicular computerized technology subject to frequency coordination. The Lead Electronic Technician is a critical frontline working lead and operational position within the Bureau of Highway Operations Mobile Radio Operations Lab, which consists of a two-person team. This position is the lead position in the team. This Lead Electronics Technician position requires an FCC General Class License to be in compliance with FCC regulations.     PURPOSE OF JOB CLASS (NATURE OF WORK)

    In a state agency this class is accountable for acting as a working supervisor for special complex projects and problems in the areas of installation, maintenance, repair and modification of electronic and electro-mechanical equipment such as two-way radios, scientific electronic equipment, microwave, traffic signal equipment and other electronic devices.

    EXAMPLES OF DUTIES

  • Plans unit workflow and determines priorities;
  • Schedules, assigns, oversees and reviews work;
  • Establishes and maintains unit procedures;
  • Provides staff training and assistance;
  • Conducts or assists in conducting performance evaluations;
  • Acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures;
  • Performs technical installation and repairs on microwave equipment and systems;
  • Designs and fabricates special electronic devices and systems;
  • Prepares technical operational procedures and manuals including specifications and drawings;
  • Surveys needs, performs analysis, develops technical plans and implements improved or modified systems;
  • Performs most complex duties in installation, maintenance, testing and repair of two-way mobile and base station radio equipment, traffic radar, traffic signal equipment, audio and video recorders, closed circuit television, alarms, intercoms, public address systems, computer equipment and other electronic equipment containing transistors, integrated circuits, microprocessor units, electro-mechanical equipment, etc.;
  • Installs and maintains auxiliary standby power equipment;
  • Uses electronic laboratory standards and other test equipment to make measurements and tests as required by Federal Communications Commission rules and regulations;
  • Maintains, repairs and calibrates electronic test equipment;
  • Certifies traffic radar in conformance with court requirements and may serve as technical witness in court cases;
  • May make recommendations on policies or standards;
  • May prepare reports and correspondence;
  • May supervise a unit within communications section;
  • Performs related duties as required.
  • KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of the maintenance, installation and servicing of electronic equipment; specialized test equipment used in servicing of electronic equipment; analog, digital and logic theory; microprocessor units and microwave equipment systems; installation, maintenance, operation and repair of two-way mobile and base station radio equipment and systems, audio and video recorders, electronic security surveillance equipment, traffic signal equipment, public address and intercom systems and other electronic devices;
  • Skills interpersonal skills; oral and written communication skills;
  • Considerable ability to locate and repair defects independently;
  • Ability to read and interpret schematic diagrams and instruction manuals; utilize computer software;
  • Supervisory ability.
  • MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Five (5) years of experience in the maintenance, repair and servicing of electronic equipment.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    Two (2) years of the General Experience must have involved performing the full range of tasks in the maintenance and repair of the type of electronic and electro-mechanical equipment utilized by the agency (F.M. two-way radio and solid state communication equipment, traffic signal equipment, scientific electronic equipment or other electronic devices). NOTE: For state employees this experience is interpreted at the level of an Electronics Technician 2.

    MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

    College training in electronics or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years for an Associate's degree.

    PREFERRED QUALIFICATIONS

  • Experience working with the basic principles a of P25 trunking networks.
  • Experience working with analog, digital and logic theories.
  • Experience with maintenance, installation and servicing of LMR equipment.
  • Experience with time management, workload scheduling and setting priorities.
  • Experience supervising, reviewing and evaluating the work of subordinates.
  • Experience reading and interpreting schematic diagrams and instruction manuals.
  • Experience utilizing computer software applications such as Microsoft 365 (i.e. Excel, Word, PowerPoint).
  • Experience with oral and written communication.
  • SPECIAL REQUIREMENTS

  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including possession of a license for the repair of radio equipment at time of appointment.
  • Incumbents in this class may be required to attend technical and/or supervisory seminars or schools.
  • Incumbents in this class may be required to travel.
  • WORKING CONDITIONS

    Incumbents in this class may be exposed to high voltage electricity and extreme weather conditions if required to work outside.
