    Description
    Position Summary

    Assists the Employee Relations Manager in resolving identified employee issues. Handles routine-level investigations and assists the manager in more complex investigations. Will research and provide back up documentation to support unemployment claims, hearings and employee grievances.

    Reports to the Employee Relations Manager

    Major Duties and Responsibilities
    Conducts routine investigations and makes recommendations to manager regarding appropriate resolution of situation.
    Researches data, gathers backup documentation and prepares defense of unemployment hearing appeals. Assists in representing the Pueblo in routine unemployment hearings.

    Compiles data and statistics regarding unemployment claims to enable generation and distribution of quarterly reports (by department) detailing financial cost of lost claims.

    Assists Manager in scheduling and conducting employee complaint sessions, investigations, hearings and grievance panels. Coordinates preparation of documentation needed in support of such actions. Pulls personnel files, finds pertinent data, and makes copies as necessary.

    Assists the Manager in the management of the reasonable suspicion and random drug testing with the third party substance abuse collection agency.

    Conducts exit interviews for departing employees.
    Assists the Manager in the development of policies, procedures and required forms relating to Employee Relations.

    Assists in developing and maintaining a comprehensive filing system containing all complaints received, actions taken, recommendations made and final disposition of complaints.

    Daily maintenance of the Employee Relations Department files.
    With approval of Governor, coordinates the receipt of subpoenas and distribution of approved documents to the requesting party.

    Coordinates and helps prepare training materials required by Manager when conducting employee relations training courses or participating in New Hire Orientation.

    May perform special projects and other duties as assigned.

    Skill in evaluating information and data for inclusion into required reports.
    Knowledge of filing systems.
    Ability to exercise considerable judgment and discretion when conducting routine investigations.
    Skill and ability to compose complex documentation and reports, utilizing proper grammar and a high level of accuracy.
    Ability to research and analyze complex problems.
    Requires excellent communication and listening skills, analytical and problem solving abilities, as well as excellent judgmental skills.
    Ability to prepare confidential reports.
    Ability to work effectively in a fast-paced environment and manage multiple activities, projects and priorities.


    Requirements:
    Minimum Qualifications, Education and Experience


    Required:
    High School Diploma, GED certification or equivalent

    Bachelor's degree in Human Resources, Business Administration or a related field of study and three (3) years' experience in a Human Resources environment.

    Any combination of education from an accredited college or university in a related field of study and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience.

    Must possess and maintain a valid, unrestricted New Mexico Driver's License


    Preferred:
    Bilingual skills (English/Spanish highly desirable.
    HRIS experience

    Licensing Status
    Must be able to successfully pass a stringent background investigation.
    Will require a post-offer, pre-employment and random drug screening.

    Working Conditions
    Work is normally performed in a typical interior/office work environment.
    No or very limited physical effort required.
    No or very limited exposure to physical risk.
