    Job Description and Duties


    The Deputy Director, Chief of Law Enforcement, CEA B, under the general direction of the Director and Chief Deputy Director, develops, implements, and evaluates CDFW policies, procedures, programs, and activities relating to law enforcement issues regarding public safety, homeland security, species and habitat take, and enforcement issues associated with hunting, sport and commercial fishing, marine, and aquaculture programs statewide; oversees and provides policy guidance to the Division; directs the activities of enforcement employees statewide; and serves on the Department's Executive Team.


    Additionally, the Deputy Director, Chief of Law Enforcement:

    • Serves as the top peace officer employee of the Department.
    • Promotes CDFW's commitment to and accountability for the preservation and protection of the State's resources through fair and consistent application of laws and responsiveness to the public.
    • Directs strategies and tactics to ensure credible CDFW response to mutual aid, emergency response, and homeland security.
    • Utilizes strong written, oral, and interpersonal communication skills to ensure continuing team development within the Division, CDFW, and constituency groups and inspires the use of these skills by staff.
    • Works with other State, Federal and local government agencies, private organizations, and constituent groups to strategically develop and implement CDFW's law enforcement and conservation policies and programs.
    • Manages Division programs within fiscal resources and develops strategies to improve budget efficiency and alternative funding sources.
    • Represents CDFW on high-level task forces and committees, before the legislature and the Fish and Game Commission, and at conferences and meetings with various governmental and constituent organizations related to law enforcement.
    • Achieves the goals and objectives of CDFW's strategic plan.

    Working Conditions


    The incumbent is a Work Week Group E employee and is expected to work an average of 40 hours per week each year and may be required to work specified hours based on the business needs of the office.

    The incumbent works in an office setting, with artificial light and temperature control. Daily access to and use of a personal computer and telephone is essential. Sitting and standing requirements in the office are consistent with office work. The incumbent must be able to function under changing priorities and timelines. Ability to speak in public is essential. Attend and present materials at meetings, legislative, and/or committee hearings; direct the work of LED staff. Occasional travel may be required.

    Entrance Qualifications

    Peace Officer and POST Requirements


    The Chief of Enforcement may be required to perform the full range of peace officer duties, including qualifying for, carrying and using a firearm.

    Pursuant to Government Code Section 1031 (f), an individual in this position must be found to be free from physical, emotional, or mental condition which might adversely affect the exercise of the powers of a peace officer.


    The Chief must satisfy all selection and training standards required by the California Commission on Peace Officer Standards and Training (POST) for peace officers.

    Proficient use in firearms and defensive tactics; potential for physical confrontations on a daily basis; physically apprehending, arresting, detaining, and transporting violators; pursuing and apprehending fleeing suspects utilizing vehicles and vessels; strenuous patrol by foot over rough terrain; operation of CDFW patrol boats up to 24 feet in length (this can be a one or two person operation); walking in and through rural terrain where outdoor marijuana grows occur; hiking over rough terrain with no vehicle access; operating a 4 wheel drive vehicle on a regular basis (typically 2-8 hours per day and an average of 2,500 miles per month); operate a motorcycle or 4 wheel drive, all-terrain vehicle, off highway, over rough terrain on an occasional basis, wears a uniform with duty belt and a tactical vest.

    General Qualifications


    State civil service employees must possess essential general qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

    Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively.

    Such overall ability requires possession of most of the following more specific knowledge and abilities:


    Knowledge of:


    Knowledge of the organization and functions of State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department and agency equal employment opportunity laws and objectives; and the manager's role in the equal employment opportunity program.


    Ability to:


    Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures, and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislative and Executive Branches; analyze complex problems and recommend effective courses of action; prepare and review reports; and effectively contribute to equal employment opportunity objectives.

    These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

    CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.


    CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.


    CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

    Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, and ability to work cooperatively with others.

    Special Personal Characteristics:

    Ability to work in a dynamic and fast paced environment, exercise thoughtful and deliberative assessments over complex matters with significant outcomes.

    Effectively exercise judgement with policy and technical controls, provide mentorship and guidance, lead team on difficult LED policy related issues, communicate complicated problems effectively, and work on highly sensitive/critical tasks.

    Produce complete and accurate assignments under multiple tight deadlines.


    Willingness to work unusual hours and on Saturdays, Sundays, and holidays; willingness to live and work throughout the State; satisfactory record as a law-abiding citizen; neat personal appearance; tact; reliability; keenness of observation; and interest in and aptitude for fish and wildlife conservation and law enforcement work.

    Detail oriented, integrity, ability to act independently, open-mindedness, flexibility, and diplomacy.

    Emotional maturity and stability; sound physical condition; strength, endurance and agility necessary to cope with the demands of the job.


    Interpersonal Skills:
    Able to analyze situations accurately and take appropriate action. Work independently and/or in a team setting. Thoughtful and conscientious approach to management of the LED staff.

    Establish and maintain professional and cooperative relationships with representatives of public and private agencies, Tribal organizations, non-governmental associations, stakeholders including organized hunting and fishing groups and members of the public.

    Ability to make effective oral presentations before the legislature, commissions, and the public.

    Statement of Qualifications Process - Weighted 100%

    The examination process will consist of a thorough evaluation of the applicant's statement of qualifications (SOQ). Applications without the SOQ will be eliminated from the examination.

    The SOQ is a narrative discussion of how an applicant's education, training, experience, knowledge, skills, and abilities meet the qualifications for the position.

    The SOQ serves as documentation of each applicant's ability to present information clearly and concisely in writing. Responses should be complete, responsive to the SOQ information in the job bulletin, specific, clear, concise, and include examples. Resumes will not be considered as a substitute for the SOQ.

    The SOQ will be the only tool used for determining each applicant's final score and rank on the eligible list.

    Length of List Eligibility


    The results of this examination will only be used to fill the position of Deputy Director, Chief of Law Enforcement, CEA B and may be used to fill subsequent vacancies for this position for a period of up to 12 months.
