- Develop, manage, coordinate, and perform payroll-related programs and activities.
- Direct and lead a payroll specialist and oversee programs, projects, and activities for the Finance Department.
- Work with the Director's Office on initiatives for pay and benefits (leave, allowances, etc.).
- Manage agency-wide position control and payroll-related information.
- Oversee the collection, organization, review, and reporting of payroll data to central payroll operations.
- Research compensation, pay, and hours/FTE data for executives, managers, employees, and interested parties.
- Develop studies and research, either independently or on teams, and present information to management.
- Serve on internal working groups, representing payroll within DCHS and DCHS payroll with other agencies.
- Work with DCHS Executives, Directors, and Managers as needed in areas outlined above.
- Act as payroll subject matter expert for DCHS, acting independently, as a lead, or as a part of a team.
- Lead a payroll specialist position, coordinate pay and payroll work activities, and deliverables.
- Develop and coordinate programs or projects for the Finance Department and the Director's Office through the payroll unit.
- Work with managers in the Finance Department on position control, position authorization, workforce change, FTEs, etc.
- Initiate projects, studies, and research as a lead or as part of a team for the Finance Department and the Director's Office.
- Interpret information to advise management on related administrative policies, procedures, and regulatory requirements.
- Ensure payroll functions and related documents comply with County Personnel Guidelines, union bargaining agreements, state and federal laws and regulations, and Department policies.
- Provide professional responses to telephone inquiries, correspondence, requests for information, and questions regarding payroll, benefits, and payroll-related contract administration from employees, peers, supervisors, and other County agencies in a timely, courteous, and professional manner.
- Use queries, spreadsheets, reporting tools, and word processing software to analyze and calculate payroll data, including retroactive calculations, prepare reports, and develop procedural documentation and forms.
- Gather, analyze, and summarize payroll and position data from multiple systems for audits, reporting requirements, and special projects.
- Audit agency-wide position control to ensure data integrity, fiscal accountability, and compliance with approved staffing allocations.
- Prepare, process, code, maintain, review, and verify accuracy of payroll, benefit, and personnel information to ensure completeness, accuracy, and adherence to policy.
- Investigate and resolve a variety of payroll issues and system discrepancies in a timely and accurate manner.
- Troubleshoot and resolve technical issues within PeopleSoft and related systems; coordinate with central agencies as needed to identify and implement corrections or enhancements.
- Organize and maintain electronic and hard-copy payroll records in accordance with County retention policies.
- Perform other related duties and special assignments as required to support the Finance Division and Director's Office.
- Recent experience (within the last five years) using PeopleSoft Payroll and PeopleSoft Time and Labor modules or comparable HR/Payroll systems.
- Working knowledge of payroll processing procedures, payroll tax principles, wage and hour laws, and state and county regulations and ordinances related to payroll production.
- Ability to manage and prioritize work independently, including multiple competing priorities and timelines
- Ability to organize, plan, and oversee projects, assignments, and deliverables up to and including the work of others.
- Foundational mathematical skills and experience with numbers.
- Good communication skills, both oral and written; effectively using discretion, patience, etiquette and professionalism.
- Strong attention to detail.
- Excellent customer service, people management and interpersonal skills, including ability to work with all levels of management and staff across organizational lines and outside agencies under challenging conditions.
- Ability to maintain a high degree of confidentiality with sensitive and personal information.
- Microsoft Excel skills, including protecting cells, displaying charts and spreadsheets, auditing and validating data, creating formulas, setting up filters and creating functions.
- Ability to process transactions using an enterprise-wide software, including large amounts of data. [The county uses Microsoft Office, PeopleSoft HCM and Oracle EBS].
- Payroll/HR system program compliance with policies, procedures, program requirements, including collective bargaining agreements.
- Excellent organizational skills, and the ability to prioritize work assignments and adjust priorities in a multi-task environment.
- Experience using Tableau Software and Oracle EBS.

- The team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook, 401 5 th Ave, Seattle, WA Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Summary
King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.The DCHS Finance Department is seeking a skilled, experienced, knowledgeable, and motivated team player to serve as an Administrator II to lead the department's payroll processing and contribute to programs, projects, and deliverables through the payroll unit for the Finance Department and Director's Office.
The Administrator II is a subject matter expert for DCHS payroll and is responsible for the payroll administration of more than 675 employees. This position is the main contact point for payroll and payroll-related information, working with employees and managers across the organization, with other King County Departments, and with other agencies as needed.
In addition, the position directs and leads programs, projects, and deliverables through the payroll unit for the Finance Department and the Director's Office, researches issues, provides data and information, creates initiatives, and uses strategic planning to improve processes, policies, and procedures.
This position is necessary for DCHS to accommodate growth with its workforce and build capacity in the Finance Department for related programs, projects, and deliverables. This is an excellent opportunity to shape the organization and function of the payroll unit and help strengthen the Finance Department and the Director's Office through the payroll unit.
