The Harbor Trucking Association (HTA) is seeking an exceptional Chief Executive Officer (CEO) to lead our organization and champion the interests of the drayage trucking industry.

    The HTA is the leading voice for the drayage trucking industry in the Ports of Los Angeles, Long Beach, Oakland, Seattle, and Tacoma. We are committed to advancing the operational efficiency, sustainability, and economic viability of our members. As CEO, you will be the chief executive and administrative officer, working in close collaboration with our Board of Directors to shape the strategic direction and ensure the HTA remains a powerful advocate for its members.

    Scope of Work: Chief Executive Officer (CEO)

    Harbor Trucking Association (HTA)

    Reporting To: HTA Board of Directors

    Location: Long Beach, California (with responsibilities extending to Oakland and Seattle/Tacoma port complexes)

    Effective Date: September 1, 2025

    I. Mission & Strategic Leadership

    The CEO is the chief executive and administrative officer of the Harbor Trucking Association (HTA), responsible for providing dynamic leadership and strategic vision to advance the interests of the drayage trucking industry in the Ports of Los Angeles and Long Beach, Oakland, Seattle, and Tacoma. The CEO will work in close collaboration with the Board of Directors to develop and execute the HTA's mission, goals, and strategic plan, ensuring the organization remains a leading voice for its members.

    Key Responsibilities:

    • Strategic Planning & Implementation: Lead the development, refinement, and execution of the HTA's strategic plan, aligning organizational activities with long-term objectives and member needs. Regularly assess progress and adapt strategies as necessary to respond to evolving industry challenges and opportunities.
    • Advocacy & Representation: Serve as the primary spokesperson and advocate for the HTA and its members before port authorities, governmental agencies (local, state, and federal), regulatory bodies, elected officials, and the media. Represent the HTA on relevant committees, task forces, and industry coalitions.
    • Industry Leadership: Maintain a deep understanding of the drayage trucking industry, including economic trends, regulatory changes and compliance pathways, technological advancements, and operational challenges. Position the HTA as a thought leader and trusted resource for information and solutions.
    • Member Value & Engagement: Ensure the HTA consistently delivers tangible value to its members through relevant programs, services, and advocacy efforts. Foster a strong sense of community and engagement among members.

    II. Operations & Financial Management

    The CEO is responsible for the efficient and effective day-to-day operations of the HTA, including financial stewardship, staff management, and administrative oversight.

    Key Responsibilities:

    • Financial Oversight & Sustainability: Develop and manage the HTA's annual budget, ensuring fiscal responsibility and long-term financial sustainability. Oversee all financial operations, including revenue generation, expense management, and compliance with financial regulations.
    • Staff Leadership & Development: Recruit, hire, train, manage and retain a high-performing team. Foster a positive and productive work environment, promoting professional development and accountability among staff.
    • Organizational Management: Oversee all administrative functions, including office operations, technology infrastructure, and record-keeping. Ensure compliance with all legal and regulatory requirements and actively manage and enforce adherence to the association's bylaws.
    • Program & Service Delivery: Oversee the development and delivery of member programs, events, and services, ensuring they meet the needs and expectations of the membership.
    • Meeting Management & Administration: Manage and administer all Board of Directors meetings, committee meetings, and association conferences. This includes scheduling, developing agendas, preparing and distributing all relevant materials and content, ensuring timely communication, and accurately keeping and distributing meeting minutes.

    III. Stakeholder Relations & Communications

    The CEO will cultivate and maintain strong relationships with a diverse range of stakeholders, ensuring effective communication and collaboration to achieve the HTA's objectives.

    Key Responsibilities:

    • Board Relations: Work closely with the Board of Directors and Executive Committee, providing regular updates, strategic recommendations, and supporting their governance responsibilities. Facilitate effective board meetings and communication.
    • Member Relations: Develop and maintain strong relationships with individual members, understanding their concerns, feedback, and needs. Actively solicit member input to inform HTA initiatives.
    • Port & Terminal Relations: Foster collaborative relationships with port authorities, marine terminal operators, and other key port stakeholders to address operational efficiencies, congestion issues, and infrastructure development.
    • Government & Regulatory Relations: Build and maintain effective working relationships with local, state, and federal elected officials and regulatory agencies. Advocate for policies that support the drayage industry.
    • Public & Media Relations & Marketing: Serve as the primary spokesperson for the HTA and provide overall strategic direction for all marketing and communications initiatives. This includes overseeing brand management, public relations campaigns, media outreach, and digital presence. Directly engage in and/or oversee the creation of compelling content (e.g., press releases, articles, reports, social media posts, website content, newsletters) that effectively communicates the HTA's mission, positions, and value to members and the broader public.
    • Industry Partnerships: Develop and strengthen partnerships with other industry associations, labor organizations, and relevant stakeholders to advance common interests and address shared challenges.
    • Fostering Supply Chain Collaboration: Proactively engage with and foster collaborative relationships across the broader supply chain, including beneficial cargo owners (BCOs), railroads, chassis providers, warehouses, and technology providers. Facilitate dialogue and initiatives aimed at improving supply chain efficiency, visibility, and resilience for the benefit of HTA members doing business at port complexes on the USWC.

    IV. Qualifications

    • Bachelor's degree in a relevant field (e.g., Business Administration, Public Policy, Logistics, Transportation). Master's degree preferred.
    • Minimum of 10 years of progressive leadership experience, preferably within the transportation, logistics, or port-related industries. Association management experience is a strong plus.
    • Demonstrated success in strategic planning, budgeting, financial management, and staff leadership.
    • Proven ability to effectively advocate for an industry or organization before diverse stakeholders, including government officials and the media.
    • Strong understanding of the drayage trucking industry, port operations, and relevant regulatory frameworks.
    • Exceptional communication, interpersonal, and public speaking skills.
    • Ability to build consensus, negotiate effectively, and resolve complex issues.
    • High level of integrity, professionalism, and ethical conduct.

    V. Performance Metrics (Examples - specific metrics to be developed with the Board)

    • Achievement of strategic plan objectives.
    • Membership growth and retention rates.
    • Financial health and budget adherence.
    • Effectiveness of advocacy efforts (e.g., policy wins, regulatory changes).
    • Media presence and positive public perception.
    • Successful execution of key programs and events.

    This Scope of Work may be updated periodically by the Board of Directors in consultation with the CEO to reflect evolving organizational priorities and industry dynamics.
