    Job Summary
    Responsible for overseeing a smooth and equitable property tax assessment system within the County for Real Estate, Personal and Exempt properties to ensure proper equalization of valuation and proper classification of all properties.

    Minimum Qualifications

    1) Senior Accredited Minnesota Assessor License; Or Accredited Minnesota Assessor License and attain the Senior Accredited Minnesota Assessor License within two years of employment.
    2) Appointment approved by the Commissioner of Revenue.
    3) Valid driver's license.

    Example of Duties
    • Manages the Assessor's Department providing direction, coordination and evaluation of programs in accordance with the organizations policies, applicable laws and goals.
    • Responsible for scheduling, attending, assisting, and recording all proceedings of the Local Boards of Appeal and Equalization and the State Board of Equalization.
    • Plans, coordinates and controls the daily operations of the Assessing department through its employees.
    • Reviews, refines, and implements the strategic plan for the Assessor's office, developments and determines long-range and short-range goals to accomplish the mission of the department and the County.
    • Prepares and/or approves maps. charts, grids, ration studies, and other data that may be of assistance to the Appeal and Equalization Boards so they can properly perform their duties.
    • Provides research and makes recommendations to the County Attorney regarding market values and classification interpretation to be used to defend the County during Tax Court petition proceedings.
    • Performs audits of real estate assessments each year, being as accurate as possible, to determine if properties are being correctly assessed by County and Township Assessors.
    • Develops, implements , and revises department policies and procedures when necessary.
    • Addresses complaints/concerns raised by property owners/taxpayers in regard to procedures used in making an assessment.
    • Serves as a customer Service role model for the County and the department. Ensuring staff adheres to customer service principles during interactions with all customers, including co-workers, other departments, and Commissioners.
    • Develops, implements, and monitors the department's budget takes appropriate actions to ensure overall budgetary compliance. Authorizes or approves departmental expenditures.
    • Provides appropriate reports to the Administrator and County Board.
    Hours: 40 hours/week; Monday-Friday; Weekends/Holidays off

    Compensation and Benefits
    The compensation range for this position is $97,947 - $127,795 annually, depending on experience. This position is eligible for a wide range of competitive benefits, including state pension plan, vacation time, sick time, personal and holiday leave time. In addition, the position is eligible for the County's health plan, consisting of three health plans and carrier options; Dental, Vision, and Life insurance; Health Savings and Flexible Spending accounts; Long-term and Short-Term Disability; Supplemental Accident, Hospital, and Critical Illness plans; and Public Service Loan Forgiveness (PSLF) program. The County contributes monthly health benefits to aide in the rising of insurance costs with the contribution rate evaluated annually. Additionally, employees have the option to take part of this $749.14 monthly contribution as cash in lieu of benefits.
