    This position serves as a state resource in energy emergency management and energy assurance and is responsible for supporting the administration and refinement of the Washington State Energy Emergency Management Program.

    This position works within the direction of the Energy Emergency Management Director to implement and execute RCW 43.21F.045 to ensure proper planning, response, and restoration coordination across government and private sector.

    This position conducts outreach work with federal partners, neighboring states, state agencies, tribal governments, local jurisdictions and the private sector to coordinate the assessing, measuring, planning, and reporting of energy reliability, resilience, prevention, mitigation, and restoration capabilities.

    This position will foster collaborative relationships with private sector partners to enhance and improve disaster resiliency statewide.


    DUTIES:
    Support the development of the state energy resilience strategy.

    Implement the energy resilience and mitigation goals and strategies from Energy Resilience & Emergency Management Office Strategic Plan to advance overall preparedness of the State's ability to response to and recover from an emergency impacting the state's energy critical infrastructure under guidance from the Energy Emergency Management Director.

    Support the development and implementation process to track statewide progress on energy resilience goals.
    Support the facilitation of local jurisdiction, Tribal Nations, and other community driven energy resilience planning.
    Lead specific energy resilience planning efforts and engage stakeholders to include but not limited to:
    Reviewing federal planning guidance and best practices for energy resilience and mitigation plans.
    Conferring with internal and external stakeholders in order to obtain relevant information to complete necessary planning documents.
    Organizing, developing, and facilitating workshops with partners to review planning documents.
    Support internal programs that have a focus on energy resilience and mitigation planning efforts.

    Support diverse teams in the preparation of community energy resilience grants, as well as develop scopes of work, budgets, and project schedules.

    Support the development of comprehensive and complex reports to provide analysis to document progress toward desired outcomes, and preparedness.
    Coordinate identified statewide hazards and context with appropriate subject matter experts, energy providers, and local and state agencies.

    Provide quarterly metrics, work plans and information in other state, program or division strategic plans to assess impact of the program around improving energy resilience.

    Support the energy industry, private sector, state agency, city, county, and Tribal emergency managers to integrate energy resilience and mitigation planning as part of their programs.

    Conduct outreach and education efforts with statewide critical infrastructure; private industry, non-profits, and state, local, and tribal governments in order to support resilience and mitigation activities.

    Provide direct technical assistance and implementation of local energy resilience planning including identification of critical facilities, interdependences with other critical infrastructure sectors and essential services, hazard assessment analysis, and baseline review of potential energy resilience solutions with the local utility.

    Prepare and manage workshops, roundtable and forum logistics including developing agendas, budget requests, project plans, note take and production of reports.

    Support community engagement in compliance with RCW 70A.02.

    Equitable community engagement and public participation Support the expansion of the Washington Energy Infrastructure Assessment Tool (WEIAT) GIS Platform for energy resilience and mitigation planning efforts.

    Work with GIS tools, conduct data analysis, and other data visualization tools to support county, and Tribal, and state agencies with energy resilience planning, prioritization for potential funding opportunities, identification of infrastructure interdependences, and support for implementing the state energy resilience strategy.

    Prepare written reports, analyses, resources, and publications as required.
    Implement response and recovery activities directed by the team lead and provide regular updates on completed and outstanding activities.
    Function as the lead situation unit or lead documentation unit as necessary.
    Provide support to the Critical Infrastructure Branch at the State Emergency Operation Center as necessary.
    Coordinate with the Washington Military Department/Emergency Management Division (EMD), statewide energy sector partners, and other state agencies during activations.
    Deploy to the State Emergency Operations Center (SEOC) at Camp Murray during a declared emergency as necessary.

    Participate in agency-wide project workgroup opportunities including outcome measures, contracting risk workgroup, strategic breakthrough initiatives and other opportunities that align with the duties of this position.


    Required Qualifications:
    Two years of experience as an Emergency Management Program Specialist 2,


    OR


    A Bachelor's degree and four years of professional level experience in emergency management, homeland security, disaster mitigation planning, emergency communications systems, financial management (grant management, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, scientific environmental analysis or planning, civil/structural engineering, legislative affairs, and/or urban planning.

    Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.
    D. degree will substitute for one year of the experience requirement.

    Qualifying Program/Project management is defined as: directing, coordinating, monitoring and evaluating a project or program having a specific goal to be achieved within a specific time frame.


    Required Competencies:

    Desired Qualifications:


    One year experience working with catastrophic, comprehensive emergency management, infrastructure protection, recovery, hazard mitigation, business continuity, or continuity of operations plans.

    Knowledge of and experience facilitating an emergency planning process.
    Experience working with energy sector stakeholders such as electrical utilities and petroleum refiners.
    Knowledge of generation, transmission, and distribution systems for the electrical grid, petroleum, and liquid natural gas systems.
    Demonstrated skills in facilitation and stakeholder work.
    Demonstrated communications skills and experience gathering and documenting customer requirements.
    Experience with Microsoft Office.
    Certificates of completions for FEMA courses: IS-100, IS-200, IS-300, IS-400, IS-700, IS-800.
    Experience implementing Homeland Security Exercise and Evaluation System.
    Experience with Incident Command System/National Incident Management System.
