    Job Summary:**

    • The Program Analyst is responsible for managing Coast Guard aviation training production, analyzing and coordinating student throughput, and supporting flight training programs. Key duties include monitoring training progress using aviation databases like CGAPP and TSHARP, identifying and resolving training delays, coordinating with Naval aviation entities, managing student flow and administrative processes, conducting performance evaluations, and ensuring compliance with training policies.
    • The analyst also provides data-driven recommendations, supports resource allocation, and acts as a principal liaison with Navy and other military aviation authorities to maintain effective and efficient production of Coast Guard aviators.

    Responsibilities:

    • Support Coast Guard Aviation Production Planning (CGAPP) including scheduling, analysis, and coordination with Naval and Air Force training commands.
    • Manage aviation training databases (e.g., NIPDR, TSHARP) to track student progress and identify training delays or issues.
    • Lead student control processes across multiple training sites, ensuring compliance with training directives and resolving conflicts.
    • Monitor student progress through various training phases; provide guidance, counseling, and mentorship to student aviators.
    • Analyze training data to evaluate program effectiveness and recommend improvements in training and resource allocation.
    • Represent the Coast Guard at aviation training forums and liaise with military and civilian stakeholders involved in aviator production.
    • Ensure proper documentation and recordkeeping, including managing student training records and input for officer evaluations.
    • Maintain compliance with security and privacy requirements, including safeguarding sensitive data and coordinating training plans for continuity and quality.

    Experience Required:

    • Ability to work independently and design student production plans.
    • Minimum of one year of relevant experience.
    • Expertise in mathematical and experimental design analysis.
    • Proficiency in statistical analysis.
    • Knowledge of operations and training research methods.
    • Experience in applying qualitative and quantitative methods to assess the efficiency and effectiveness of flight training programs and student control processes.
    • Ability to develop and evaluate new or modified program objectives and operations.
    • Understanding of aviation training program management policies and principles to analyze and recommend improvements.
    • Knowledge of Coast Guard and Navy programming, budgeting, and planning tools, including CGAPP manpower requirements and TSHARP.
    • Familiarity with CG directives and policies related to training management.
    • Analytical, statistical, accounting, and economic skills to address program problems and recommend solutions.
    • Effective oral and written communication skills to present recommendations, reports, and proposals.
    • Ability to build and maintain effective relationships with peers, supervisors, and senior leadership.

    Preferred Skills
    :

    • Maintain comprehensive knowledge of CNATRA/NATRACOM and CGLO flight training missions, operations, products, services, and goals.
    • Understand CNATRAINST Student Naval Aviator Training and Administration Manual) and related policies, procedures, directives, and regulations.
    • Demonstrate the ability to work independently, identify problems, and design student production plans with at least a bachelor's degree and one year of relevant experience.
    • Apply qualitative and quantitative methods to assess the efficiency and effectiveness of flight training programs and student control processes.
    • Develop and evaluate new or modified program objectives and operations.
    • Understand aviation training program management policies and principles to analyze and recommend improvements.
    • Be knowledgeable in Coast Guard and Navy programming, budgeting, and planning tools, including CGAPP manpower requirements and TSHARP.
    • Acquire and apply knowledge of CG directives and policies related to training management.
    • Use analytical, statistical, accounting, and economic principles to address program problems and recommend solutions.
    • Communicate effectively in oral and written forms to present recommendations, reports, and proposals. Build and maintain effective relationships with peers, supervisors, and senior leadership.

    Educational Qualifications:

    • The analyst must have at least a bachelor's degree (BA/BS) or equivalent, with one year of relevant experience.

    Security Clearances Required:

    • Tier 1 or equivalent background investigation with FBI fingerprint check.
    • CAC through MP ICAM to access federal facilities/systems.
    • DHS Non-Disclosure Agreement executed.
    • Compliance with DHS and USCG security and privacy policies.
    • Participation in initial and annual privacy/security awareness training.
