This position is responsible for the Transaction Privilege Tax (TPT), city collections, bankruptcies, cash deposits, legislative analysis, user fee and cost allocation development and other related activities.

The ideal candidate will be a detail-oriented and analytical finance professional with strong expertise in Transaction Privilege Tax (TPT) administration, revenue forecasting, collections management, and legislative analysis. Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

• Coordinates all aspects of the City's TPT program including training staff and educating the public, IGA management and City Code updates.
• Analyzes TPT records and historical data to provide input on revenue trends for the City. Identifies budget comparison trends to monitor current estimates and development of TPT forecasts. Prepares monthly TPT reports for senior management and City Council.
• Conducts and/or coordinate TPT audits with the Arizona Department of Revenue (ADOR); reviews taxpayer records for compliance; reviews City contracts and IGA's for compliance and accuracy. Monitors ADOR records and reports for accuracy of information or any anomalies.
• Coordinates, monitors, forecasts and prepares tracking and payments for development agreements, including repayment programs, public improvement reimbursements, land use development agreements and incentives. Responds to inquiries regarding related to contract obligations, renewals or revisions.
• Oversees scheduling and coordination of internal and third-party collection activities for outstanding balances owed to the City, including utility accounts; manages the collection and documentation of payments and bankruptcies; provides information and assistance to customers and authorized third-party collection agencies regarding delinquent accounts; and ensures the accuracy of account records and the effectiveness of revenue recovery efforts.
• Researches, analyzes and interprets billing and collections information; compiles financial and statistical records of billing and consumption totals; prepares a variety of operational and activity reports; and submits to customers, third-party collection agencies, and management as needed.
• Balances daily cash receipts for monies received and prepares daily recap. Works with departments to correct any variances in deposits.
• Participates in Legislative conference calls related to state budget and other topics. Analyzes impacts to City finances.

Requirements

• Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
• Experience: Minimum three years of experience in a related field.
• Certifications and Other Requirements: None
• Reading: Work requires the ability to read research papers, legal documents, statues, policies, procedures, and City Codes at a college level.
• Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication and division and create moderately complex mathematical formulas, interpret mathematical methodologies used in the analysis in research papers published in various journals at a college level.
• Writing: Work requires the ability to write in a clear and concise manner to Council Members, City management staff, and others in reports, correspondence, and memorandum at a college level.
• Managerial: Job has no responsibility for the direction or supervision of others but may provide advice/direction to an employee with less experience/skill or tenure.
• Budget Responsibility: Has no budgetary responsibility.
• Policy/Decision Making: Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
• Technical Skills: Broad Application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.

12 Month Objectives

• Develop strong professional relationships with the Finance team and cross-functional department staff citywide.

• Assist with the implementation of the Finance Department's Strategic Plan; development of new policies and documentation of written procedures of internal tasks while integrating process improvements and maintaining the integrity of internal controls.

• Gain proficiency in Software, applications and tools:
• Key enterprise resource planning (ERP) software and applications, such as Tyler MUNIS ERP, Tyler Cashiering, Tyler Payments, Resident Access,
• Various software applications used as regular part of recurring tasks, such as the Bonfire agreement portal, OpenText agreement portal, Power DMS for document storage, Citywide and Finance SharePoint, Power BI, and,
• Other technology necessary to perform daily duties.
• Daily operational tasks in the division:
• Become a subject-matter-expert with Transaction and Privilege Tax:
  • Review Current TPT Program and City Code by auditing existing processes, IGA agreements, and compliance standards.
  • Coordinate Initial TPT Audit with ADOR by establishing audit schedule and review taxpayer records for compliance.
  • Be the Point-of-Contact for ADOR and administrator of confidentiality training.
• Reporting & Compliance:
  • Standardize Monthly TPT Reporting for senior management and City Council.
  • Prepare Year-End Operational Report; Compile financial, compliance, and performance metrics for leadership review.
  • Build Revenue Forecasting Model.
  • Participate in Legislative Analysis calls and report impacts of state budget changes on City finances to management team.
  • Monthly TPT tax calculation and remittance.
• Revenue and Collections Management
  • Ensures all revenue streams—including revenue agreements, franchise fees, Foreign Trade Zone proceeds, intergovernmental agreements (IGA), and development agreement (DA)–related payments—are accurately recognized, recorded, and reconciled in accordance with applicable laws, contract terms
  • Evaluate and enhance Collections and Bankruptcy Procedures
  • Implement reconciliation checks and variance resolution procedures to ensure accuracy of cash handling.
  • Proficiency in performing daily cash receipt balancing.
