    Purpose:


    The Human Resources Operations Manager is responsible for ensuring the agency HR goals, policies, and strategies are compliant with regulatory requirements and aligned with best-practice standards.

    Additionally, the Human Resources Operations Manager is responsible for the day-to-day management of all HR functions across the agency.

    Job Responsibilities

    Essential Duties and Responsibilities:
    Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.

    Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.

    Administers and oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.

    Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.

    Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS).

    Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.

    Advises managers on employee and labor policies, such as ADA, FMLA, and OSHA.

    Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.

    Oversee the maintenance of comprehensive and up-to-date employee records and files, ensuring all paperwork, including contracts, benefits information and performance reviews, are filed correctly and securely.

    Serve as the main point of contact for all matters related to HR filing and records.

    Communicate effectively with internal and external stakeholders, including auditors, legal advisors, and government agencies, regarding record-keeping practices and compliance issues.

    Develops and implements departmental budget.
    Facilitates professional development, training, and certification activities.
    Counsel the management of agency departments by providing advice on managing employees and cultivating a healthy organizational culture.
    Research, develop, and update the organization's policies and guidelines.
    Discipline and manage termination of employees as per the organization's policies.
    Prepare and report the progress of the HR department to the agency's CEO and other stakeholders.
    Participate in agency's Performance Quality Improvement (PQI) plan/process.
    Actively participates in team decisions
    Arrives to work area when scheduled and remains for duration of required hours in order to perform responsibilities.
    Communicates to establish and maintain effective working relationships with people at all levels.
    Maintains a safe and healthy work environment by reporting risks and hazards to their supervisor or Director of Facilities.
    Take initiative to implement good practice and meet licensing and accreditation standards.
    Completes assignments in a timely and accurate manner.
    Performs other duties as required/assigned.

    Job Qualifications:

    Education & Required Experience:
    Bachelor's degree in Human Resources, Business Administration, or related field required; Master's degree preferred.
    At least five years of human resource management experience required.
    SHRM-CP or SHRM-SCP highly preferred.

    Must have a valid Driver's License with minimum of four-year driving history and the ability to meet and remain in good standing in accordance with Agency insurance guidelines.

    Must have excellent communication skills and be able to speak, listen, and write clearly.
    Must submit to a DBHDD criminal background check and be cleared for employment.
    Must be able to work in the U.S.
    Must have or able to obtain CPR/First Aid certification.
    Must be flexible in working hours and be willing to work additional hours as needed.

    Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.

    Essential Physical Requirements:
    Prolonged periods of sitting at a desk and working on a computer.
    Duties may include repetitive hand motions such as typing.
    Duties may include bending, stooping or kneeling for various durations of time.
    Duties may occasionally include overhead work, reaching, pulling and pushing items.
    Must be able to lift 15 pounds at times.
    Duties include some travel.
    Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.
    Ability to hear and understand speech at normal levels.
    Ability to speak clearly so others can understand.
