Position Summary

The purpose of this position is to serve as the communications staff person for the Department of Economic & Community Development Bureau of Health. This is accomplished by writing and editing copy for speeches, e-newsletters, media advisories, and numerous other communications, providing stories to the media about the Bureau's community health care initiatives/ developing concepts and participating in numerous internal and external committees which promote the activities of the Bureau Plan, develop and coordinate public health information and materials on broadcast, social, community, and institutional in skilled and creative ways to address public health issues as appropriate; develop core marketing messages focused on the value of the Bureau of Health and brings the community to help clarify the services and benefits realized by stakeholders and how these are different from other healthcare providers; respond and reply as directed to emergencies, assist with messaging and public service announcements. Build and maintain effective communication channels, including websites, social media platforms, newsletters, and other proprietary department channels, using state-of-the art communications technology as needed; create an integrated communications strategy which includes media outreach, branding, social media, marketing, advertising, and community engagement.
Essential Functions

Community Outreach:

Schedule Facebook posts to post two times a day (one in the morning and one in the evening) or other frequency as directed.
Use other social media platforms for outreach (Instagram, Twitter, etc)
Prepare materials such as brochures, fact sheets, and press releases that are used to spread information related to specific health issues.
Maintain strong relationships with public, media, and other providers and organizations who have a direct relationship with public health.
Provide information to the media, the public, staff and other health authorities about potential health hazards and possible interventions.
Address comments or concerns made on the Health Bureau's social media posts.
Educate and inform the public about the Health Bureau and what the Health Bureau offers (services, programs, etc.)
Educate and inform the public about health-related issues (vaccinations, disease prevention, etc.)

Reporting:
Create and provide reports that identify health trends within the City of York.
Responsible for handling confidential records containing sensitive material ensuring confidentiality is strictly maintained.
Utilize medical records, software programs, and data management to create informational dashboards, graphics, and other illustrations.

Other duties as assigned.
Required Knowledge, Skills and Abilities

Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to continuously improve customer satisfaction.
The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.
Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents.
Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement.
Ability to write editorials, journals, speeches, manuals, or critiques.

Minimum Acceptable Training and Experience

Bachelor's degree in journalism, communications, marketing, health education, public health or related field required. An equivalent combination of related education and experience may be substituted for the education and experience requirements.
Over one (1) year up to and including three (3) years.

Valid Class C driver's license issued by the Commonwealth of Pennsylvania

All persons who become employed by the City on or after the effective date of May 18, 2022, shall be or become residents of York County or any county contiguous to York County (Adams, Cumberland, Dauphin, Lancaster, Hartford, Baltimore, and Carroll Counties), within six months from the first date the employee achieves permanent employment status.

Must pass a background check, Drug Test and the PA Child Abuse

History Clearance check.
