    Description

    The City of Norfolk's City Assessor's Office is currently seeking a Land Records Specialist. This position coordinates and processes parcel reconfigurations (subdivisions, merges, corrections) within the Assessors Computer-Assisted Mass Appraisal System (CAMA). Performs technical in-depth research on existing parcel configurations, title issues, prior land use and assessment history. Analyzes legal descriptions to properly identify the property involved in transactions; determine if an existing parcel is to be split or merged; determine if a correction is necessary to correct previous errors. Ensures changes in ownership or parcel configurations are entered into the assessment software system in a timely and accurate manner. Prepares various reports, maintains databases, and enters parcel data into the CAMA software system.

    Essential Functions

    Essential functions include but are not limited to:

    + Converts subdivision and condominium plats, deed splits and other parcel reconfigurations into new parcels for assessment purposes.

    + Accumulates and researches information needed to convey property ownership through deeds, wills, surveys, plats, death certificates and other title records. Communicates closely with Planning, Surveys, Rights of Way, City Attorney and GIS to insure accurate parcel creation or reconfiguration.

    + Performs legal research in response to requests from property owners, appraisers, attorneys, other City departments, mortgage lenders, for assistance in title issues, prior land use, and assessment history.

    + Advises GIS Specialist/Technician of issues affecting land parcels.

    Education/Experience

    Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two-year Associate Degree, diploma or equivalent from a college, technical, business, vocational, or correspondent school in real estate assessment, real estate law, paralegal, legal research, or related field.

    Two years' experience as a paralegal in real estate, or related field.

    Additional Information & Requirements

    Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.

    + Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicants school of enrollment must be an accredited institution.
